General CBP Updates • WQSC & NSC • Now merged into WQGIT • Norm G. & Tanya T. – participants as Work Group chairs (vs. as members?) • Watershed Model 5.3 • Not ready yet (Final by Dec. 2009?) • Scenario Builder • Tool for developing local options/scenarios • Status – Ready soon? WRTC Meeting (9/10/09)
General CBP Updates • Load Allocations • Initial allocation options – Sept. 29-30th • Not clear that there will be agreement on allocation methodology • SIPS - Now WIPs • More Q’s than A’s – hence today’s dialogue • State public process to start – Nov. 2009 • Bay TMDLs • Still scheduled to be done by Dec. 2010 • WSM delays & other technical issues raise concern that deadline might not be met WRTC Meeting (9/10/09)
Executive Order • ‘202’ Reports • To be issued 12:30 pm today • Working Drafts (conceptual level) / Finals - by Nov. 2009 • Intent: ‘broad & game changing actions’ for CBP • 202A – Water Quality Report (Primary focus for COG members) • Other Reports appear to focus on federal actions • There is a public comment period • COG staff will post links/reports • Initial Recommendations: • COG staff to develop draft comments for WRTC/CBPC • Include request for ‘listening session’ for local governments & potentially COG region WRTC Meeting (9/10/09)
Key Issues/Concerns • Ex Order 202 Reports • Not clear yet how these link to current CBP commitments & proposed CWA legislation • CWA Section 117 Legislation • Stricter requirements • Tighter deadlines & not consistent w/ CBP agreements (e.g., 2020 vs. 2025) • WIPs – Details still TBD • Cost Analysis effort – No plan/schedule yet • Adaptive Mgmt. – No clear plan except for iterative implementation concept WRTC Meeting (9/10/09)
