Overview - RTAP • Purpose: • Satisfy near-term technology needs of DHS customers & State and Local responders • Objective: • Deliver customers’ highest priority prototypes in 6-18 months after development contract award RTAP
Overview - RTAP • Method: • Annually, help customers generate highest priority technical requirements for prototypes • HSARPA solicits the private sector and they develop the prototypes • Work with users to field test as desired • Funding: • $35M in FY05, and as appropriated each year thereafter RTAP
User Commitment Crucial • Why start a near-term project without a commitment to field? • Users define requirements and priorities • Requirements generation panels formed of users nominated by their Under Secretary • Users work with S&T through field test phase • Production procurement and deployment is the responsibility of the users RTAP

S&T Supporting Members’ Role For each potential RTAP development effort, help the Voting Members : • Determine technical feasibility • Estimate development cost • Estimate development time • Ensure SOR is clear to the technical community RTAP
