GENERAL BACKGROUND • National Board of Customs and Statistics Finland signed the basic agreement for data transfer in 1999. • Statistics Finland provides the National Board of Customs: • Enterprise level data on quarterly basis • Annual data on enterprises • Annual data on enterprise groups operating in Finland • Annual data on foreign subsidiaries of the enterprise groups operating in Finland • Annual data on public sector institutions 6th OECD INTERNATIONAL TRADE STATISTICS EXPERT MEETING (ITS)

THE PILOT STUDY ON CIGET AND INTRA-FIRM TRADE – BACKGROUND INFORMATION • The objective: Is it feasible to compile statistics on the impact of the international groups of enterprises on trade statistics? • The concrete aims of the study: • Intra-firm and CIGET statistics for external and internal trade by ownership groups (domestic, EU and non-EU). • Statistical results on intra-firm trade on the basis of the country of ownership of the enterprise groups. • Intra-firm and CIGET results on the basis of commodity groups (CPA). 6th OECD INTERNATIONAL TRADE STATISTICS EXPERT MEETING (ITS)
THE PRODUCTION OF INTRA-FIRM AND CIGET STATISTICS The Finnish Enterprise Group Register provides a good framework for this kind of study. The enterprises belonging to the CIGET trade can be identified with existing registers. With current registers it is possible to trace CIGET trade flows as long as the domestic operator is an enterprise group -> therefore the pilot study has been constructed from Finland’s perspective and it includes only a part of the total CIGET trade flows. 6th OECD INTERNATIONAL TRADE STATISTICS EXPERT MEETING (ITS)
METHODOLOGICAL DIFFICULTIES WITH INTRA-FIRM STATISTICS • With current registers it is possible to compile CIGET statistics! • The difficulties with intra-firm statistics were caused by three factors: • Limitations of the registers • Non-response of a few critical enterprises • The enterprises’ different interpretations of intra-firm trade 6th OECD INTERNATIONAL TRADE STATISTICS EXPERT MEETING (ITS)
NEW STATISTICAL PRODUCTS:LINKING GENERAL BUSINESS STATISTICS AND FOREIGN TRADE STATISTICS IN GOODS • Foreign Trade Statistics by enterprise size: • Based on structural enterprise data received from Statistics Finland • Quarterly survey published regularly from the beginning of the statistical year 2004 • The data is presented by products (CPA) and industries (NACE) • The survey concentrates on small and medium-sized enterprises • Future plans: Country level survey, main emphasis on Baltic Sea region 6th OECD INTERNATIONAL TRADE STATISTICS EXPERT MEETING (ITS)
