  2. Study Objective • The objective of the study is to analyze the NYISO / PJM interface. The study will specifically look at the Southeastern New York / New Jersey interface for the year 2013. • The study will consist of reliability analysis that includes voltage and thermal testing and market efficiency analysis that includes production cost simulations. • Develop a consistent base case for NCSP09 work that includes updated representation of ISO-NE, NYISO and PJM.

NYISO/PJM Focused Study • Reliability Analysis (Completed) • N-1-1 thermal analysis for all 230 kV and above facilities. • Generator deliverability testing of PJM generation while monitoring adjacent area facilities. • Load deliverability thermal analysis simulating peak summer conditions under a capacity emergency in the combined Public Service-North/RECO / Southeastern NY system. • Reliability Analysis (Remaining to be completed) • Perform sensitivity analysis on credible generation retirement scenarios for critical transmission contingencies identified above. • Develop potential transmission overlay options to resolve the issues identified in the reliability analysis.

NYISO/PJM Focused Study - Reliability • All 100 kV and greater facilities and all tie lines to neighboring systems will be monitored. • Contingency analysis includes all 230 kV and greater facilities in ISO-NE, NYISO and PJM as well as all tie lines to neighboring systems. • N-1-1 • Standard NERC category C3 test.   6. ISO-NE/NYISO/PJM - Base Case Assumption

NYISO/PJM Focused Study – Topology Assumptions • Unless indicated otherwise power flow models for world load, capacity and topology will be based on the most recent ERAG MMWG power flow base case. • PJM topology is a Summer 2013 base case – updated with RTEP upgrades approved as part of the 2008 RTEP plan. • NYISO topology is based on 2009 RNA system model for the year 2013. • ISO-NE topology is based on RSP 08. • Thermal and voltage criteria is consistent with those used in planning for PJM ,NYISO and ISO-NE.

Merchant Transmission Projects • Includes new ties between New York and PJM • Neptune project (PJM Queue G07_MTX) modeled at 685 MW exporting to LIPA according to its firm withdrawal rights. • VFT (PJM Queue G22_MTX) modeled at 330 MW exporting to ConEd according to its firm withdrawal rights. • Hudson Transmission Partners (PJM Queue O66) modeled at 670 MW exporting to ConEd’s 49th Street Substation. • Cross Sound Cable will be modeled consistent with 2009 RNA.

NYISO/PJM Focused Study - Generation Assumptions • All existing generation expected to be in service for the year being studied will be modeled. • NYISO capacity generation resource assumptions will be consistent with the 2009 RNA. • PJM generation assumption will be consistent with the 2009 RTEP. • ISO-NE generation assumptions will be consistent with the RSP08.

NYISO/PJM Focused Study – Interchange Assumptions • Interchange assumption are based on firm transaction • PJM interchange is consistent with 2009 RTEP interchange. • ISO-NE interchange is consistent with RSP2008. • NYISO interchange is consistent with the 2009 RNA model. • Public Service / ConEd Wheel will be modeled at 1000 MW in to PJM and 1000 MW out to NYISO. • Assumption is the combined area is experiencing a capacity emergency. • Initial setting of the Ramapo PAR will be set to 900 MW into NYISO.

  12. Load Deliverability • Transmission system’s capability to deliver energy from aggregate of all capacity resources to an electrical area experiencing a capacity deficiency.

Load Deliverability Study (CETO/CETL) • Capacity Emergency Transfer Objective(CETO) • CETO value represents the amount of energy that a given area must be able to import in order to remain within an LOLE of 1 event in 25 years (1/25) when that area is experiencing capacity deficiency. • After a study area is defined, generation patterns must be established – the area under study and the external area. • The capacity resource deficiency for the area under study • Based on the calculated CETO for the area, sufficient resources must be removed from service to create a need to import energy at a load level of 90/10 with the activation of Active Load Management (ALM), Special Case Resources (SCR) and Emergency Demand Response Program (EDRP). • The external area not experiencing any capacity emergency conditions at 50/50 load level.

Load Deliverability Study (CETO/CETL) • Capacity Emergency Transfer Limit (CETL) • The CETL represents the ability of the Transmission System to support deliveries of energy to an electrical area experiencing a capacity emergency. • The magnitude of the deficiency is adjusted within and single contingency analysis is used to compute the CETL. • The study area’s CETL take into account emergency operations procedures designed to make as much power available to the deficient study area as possible under the prevailing system conditions. • If the CETL for a study area exceeds the CETO, the test is passed and on a probabilistic level, the import capability into the area is deemed adequate.

NYISO/PJM Focused Study – Load Deliverability Assumptions • PJM generation outage rates will be based on the most recent Reserve Requirement Study performed by PJM. • NYISO generation outage rates will be based on most recent IRM database update. • Generation outage rates for future PJM and NY units will be estimated based on class average rates. 16

Results - Load Deliverability (NYISO/PJM) • CETO of 9370MW. • CETL 9390 MW ( Exceeds CETO by 20MW) – Passed Test • CETL computed based on the following overload and single contingency . • Limiting facility Shoemaker– Chester 138kV in NYISO • Loss of Rock Tavern – Ramapo 345kV ckt and Rock Tavern v1 – Sugarloaf 115kV ckt. • Hudson to Farragut PAR angles were relaxed to maintain wheel of 1000MW. • Several 138kV and one 345kV circuit were above 95% loading.

N-1-1 Testing Procedure and Overview • For normal conditions, all facilities shall be loaded within their normal ratings. • The test is conducted on a 50/50 load level. • After each single contingency, all control equipment is allowed to adjust including re-dispatch in preparation for the next contingency. Subsequent to re-dispatch all facilities must be within normal ratings. • After the first contingency, if normal rating violation were identified, than re-dispatch is required to bring that facility loading below normal rating in preparation for second contingency. • After the second contingency is taken, the case is solved using the same solution options as the first single contingency except that phase shifters are locked this time and do not adjust to hold flow and rate B violation are checked. • Contingency analysis includes all 230 kV and greater facilities and other critical contingencies in ISO-NE, NYISO and PJM.

  23. NYISO/PJM Focused Study Generator Deliverability Analysis

Generator Deliverability Study • Test the Transmission System capability of delivering the aggregate system generating capacity to the rest of the system at peak load with all firm transmission services modeled. • Determines whether a generator qualifies for the status of a "certified" capacity resource. • Load is modeled at a non-diversified 50/50 summer peak load level as per the latest load forecast. • PJM generation deliverability procedures are detailed in manual 14B (http://www.pjm.com/documents/~/media/documents/manuals/m14b.ashx )

  25. Generator Deliverability Study • Strength of the transmission system to ensure that the aggregate of generators in a given area can be reliably transferred to the rest of PJM.

Results Generator Deliverability (NYISO/PJM) • Tested the deliverability of PJM generation within PJM while monitoring all 100kV and above facilities in NYISO and PJM. • Contingencies tested were all voltage level North American Electric Reliability Corporation (NERC) criteria A, B and C. • No reliability issues were identified.

NYISO/PJM Focused Study • Market Efficiency Analysis • Complete a focused market simulation of the combined NYISO/PJM system based on production costs. • Identify areas with the highest Locational Marginal Price (LMP) spreads. • Identify facilities that are causing congestion. • Test the market efficiency impact of the potential solutions identified in the reliability analysis as applicable.
