The Congress leader has always been a maverick when it comes to issues and even people -- he wants to embrace. But, even by his own standards, his silence on CAA and NRC was a bit perplexing. The rally in Jaipur was held in the backdrop of the Rajasthan government’s decision to steer a resolution against the CAA in the state Assembly. The timing of the rally and the clear stand taken by the Con- gress suggested Rahul may use the occasion to speak unequivocally on the contentious subjects. But then, only Rahul knows when he would resort to a jhappi and when he would roll out a testy ‘Chowkidaar hi...’ slo- gan against the recipient of his ephemeral affection. Be that as it may, the Congress leader tried to be loyal to the occasion—the script of his speech was in complete sync with the title of the rally . So far Bharat was the only large democracy that did not have a single point military advisor; with all P 5 members of UNO and 65 other countries already having CDS like posts to deal with threats of modern warfare. In addition to CDS, the defence ministry compris- es four arms namely depart- ments of defence, Defence pro- duction, Defence research, and Ex-Servicemen welfare all headed by secretary-level officers. The CDS will be the “first among equals” and the three service chiefs retaining the operational command of their respective forces but will be the permanent chair- man of the chiefs of staff committee, giving that ap- pointment stability for up to three years against the ear- lier short tenures based on a rotation system. CDS has a dual-hatted role wherein he will head the newly established Departmen t of Military Affairs (DMA)/ the Sainya Karya Vibhag in the De- fence Ministry and will be per- manent Chairman of the Chief of Staff Committee. Works ex- clusively pertaining to mili- tary matters will now fall un- Secretary on grounds that their “remit is broader than military matters”. But despite all that my mother went through, she only had love for the people, for the valley , for our home, and that love truly overpow- ered every other emotion that she may have felt – be it disappointment, anger or loss.
