Substantive language change • Article 11, Section 1, Subd. 2 – Internship supervision • Eliminate rounding in internship calculation
MOU/MOA Incorporation • Article 10, Section 1 – Basic Work Year • Attend administratively assigned days, regardless of online or onsite, or take personal leave • Article 11, preamble • Obligations exist regardless of online or onsite • Article 11, Section 1, Subd. 10 – Combined Classes • Cannot combine onsite and online • Article 11, Section 2 and 3, Subd. 5 – Office Hours • Office hours proportionate to type of assignment
MOU/MOA Incorporation • Article 14, Section 1 – Leaves of Absence with Pay. Compensation • Online faculty expected to use paid leave exactly as onsite faculty • Article 14, Sections 3, Subd. 7 (Sick Leave), 4, Subd. 1 (Bereavement Leave), and 5, Subd. 1 (Personal Leave) • Apply for leave, college closed that day => considered to have taken and used leave
MOU/MOA Incorporation • Article 16, Section 2 – Early Retirement Incentive (former MCCFA) • Subd. 3 – Effective date of early retirement must be before age 65 • Subd. 4 – In order to receive insurance benefits, must meet Subd. 3 • Subd. 4. A and B – Payment to HCSP in two installments (typically) to equal one year of insurance.
MOU/MOA Incorporation • Article 16, Section 4, Subd. 5 – Portability of Grandparent Clause for Former UTCE • If eligible for grandparent clause and then laid off and claim or voluntarily transfer => choose grandparent benefits from sending or receiving institution • Article 22, Section 9, Subd. 3, E – Layoff Benefits for Faculty with License Credentials and Section 10 – Faculty Transfers • Same as above
MOU/MOA Incorporation • Article 24, Section 3, Subd. 2 – Tuition Waiver for TPT • Multiple college assignments combined for 12 credit eligibility threshold • Faculty responsible for reporting and verifying credits taught • Colleges shall provide documentation, if requested
Technical Changes • Article 11, Section 2, Subd. 6 and Section 3, Subd. 2 • “Department and/or Division Coordinators/Chairpersons” • More from Section 3, Subd. 2 (former UTCE) • “Submit” instead of “Elect” candidates • “Responsibly direct other faculty members” • Both parallel former MCCFA
Technical Changes • Article 11, Section 9, Subd. 1, D – Music • Group that rehearses x times or y minutes per week – applies to all three groups - typo • Article 17, Section 3 – Sabbatical Backlog Fund • Allocated by committee comprised of MSCF and system representatives
Professional Development Letter • System request • Some presidents have hang-ups with concept • Small group will continue • We remain committed to the concept
Article 13 - Language • Language rearranged to read more clearly, concisely • No change in meaning or intent • Elimination of reference to column change for license renewal, but MOA remains
Article 13 - Money • Add step to capture those currently at $66750. • July 1, 2013 (retroactive) - 3% across-the-board (ATB) increase for all faculty • New salary schedule • “Over the top” goes to $73,027 • July 1, 2014 – step for those eligible • Must have done work from the schedule in 2013-14 • At the top and over the top do not get step • January 1, 2015 – 3% ATB increase for all faculty • New salary schedule • “Over the top” goes to $75,218
Ratification • Campus visits – starting June 16 • Absentee ballots – new process via email • June 30 vote • Materials mailed to Board member • Voting result sheets faxed or emailed by 4:00 p.m • Mail in voting materials • July 1 – “unofficial results” emailed • July 7 – Certification of vote results via Board conference call – 10:00 a.m. • Deliver to system office for BOT action • Legislative Subcommittee on Employee Relations (LSER)
Observations • Financial settlement equal to classified units • More committed than ever to getting rid of salary schedule – need a willing partner • A lot of talk in team about what is “right” and “reasonable” – this is both • The process always ebbs and flows – patience and persistence • This round was more tied to the legislative process than in the past – not a pattern for the future • Time to say “thanks” and participate in November
