  3. History of Education to 1950’s • Before 1840’s, education available only to wealthy • By 1918, all states had passed compulsory attendance for at least elementary level • 1900-1950 Administrative Progressives shaped school reform

  4. History of Education 1950’s – Present • 1950’s Department of Health, Education & Welfare was formed. • 1954 Brown vs. Board of Education • 1965 Creation of HeadStart Program • 2002 No Child Left Behind Act

  5. Evolution of Academic Achievement Testing in Texas • Texas Assessment of Basic Skills TABS - 1980 • Texas Educational Assessment of Minimum Skills TEAMS– 1984 • Texas Assessment of Academic Skills TAAS – 1990 • Texas Assessment of Knowledge and Skills TAKS 2003 to present

  6. Testing Group Characteristics • Highly transient population 48% migrant population • Addition of special needs students 10 students representing 3% of testing population • Exit of gift and talented students 5 students representing 2% of testing population

  7. Testing Results • May 2010 • 4th Grade • Reading – not proficient • Math – not proficient • 8th Grade • Reading – not proficient • Math – not proficient

  8. Plan of Action In order to improve student achievement, the following initiatives will be implemented: • tutoring • teacher staff development • consistent monitoring

  9. Tutoring Tutoring Schedule: • Failed 1 section – choose before or after school session • Failed 2 or more sections – mandatory after school tutoring period • Saturday TAKS Academy beginning in January for all students needing assistance

  10. Staff Development • Staff development sessions will be provided on the following topics: • Using desegregated data • Subject specific instructional strategies • Differentiated instruction • Strategies for the special needs students

  11. Monitoring • Periodic Benchmark Testing • Consistent administrative walkthrough in classroom and during tutoring sessions • Evaluation of benchmark testing results

  12. Looking to the Future • 3rd grade and 7th grade students sample tested in 2010 showed improvement • New district initiatives will continue to be monitored and evaluated for improvement
