Département SIC • General remarks • History of the regulation in France • Requirements and consequences of the decree 95-968 • Comparison with ISO 3999 - 2000 • The other requirements of the regulation • Conclusion SUMMARY
Département SIC Application fields • Welded joints of tubes, of flanges on tanks or metal frameworks... • Safety parts with large thickness walls, • Reinforced or pre-stressed concrete structures, • Nuclear power plants, • Petrochemistry industries, • Civil engineering works, …. When we can justify advantages
Département SIC Types of sources • 192 Iridium • 60 Cobalt • 75 Selenium
Département SIC Legal conditions of use Use • RADIOGRAPHY • Ministry of Employment and Health • Ministry of Finance and Industry • C.I.R.E.A.
Département SIC Technical conditions of use Use • RADIOGRAPHY • Standards • Regulations and laws
Département SIC Legal conditions of transport Use Transport • PACKAGE • Ministry of Finance and Industry • Ministry of Environment • Ministry of Transport • Direction de la Sûreté des Installations Nucléaires • RADIOGRAPHY • Ministry of Employment and Health • Ministry of Finance and Industry • C.I.R.E.A.
Département SIC Rules of transport Use Transport • PACKAGE • IAEA Regulations for Safe Transport of Radioactive Material • European regulation for Safe Transport of Radioactive Material by road (A.D.R.) or rail (R.I.D.) • RADIOGRAPHY • Standards • French Regulations and Laws
Département SIC History of the French regulation • 1950 / 1970 MG 850
Département SIC History of the French regulation • June 1970 French standard NF M 60-551 Specifications for gamma radiography equipment • 1974 Imposed by French authorities C.I.R.E.A • June 1979 New CIREA requirements: Yearly maintenance of apparatus by the manufacturer Use under responsibility / supervision of skilled operators The number of known incidents has been strongly reduced
Département SIC History of the French regulation • Examples of source projectors
Département SIC History of the French regulation • Sept 1977International standard ISO 3999 - 1977 • June 1983 French standard NF M 60-551 (revision)
Département SIC History of the French regulation • Comparison
Département SIC History of the French regulation NF M 60-551 more strict
Département SIC History of the French regulation • 27 August 1985: DECREE 85- 968 • -apparatus classified as dangerous machine • - specifications of performance and of design for • gamma radiography source projectors
Département SIC Requirements of the decree 85-968 Maximum equivalent dose rate on the external surface of portable source projector: 1mSv/h 3 colours for indications of secured positions Checking of conformity to the decree by an independent and approved laboratory Technical inspection certificate (V.E.T.) delivered by the Ministry of Employment
Département SIC Requirements of the decree 85-968 Annual maintenance by the manufacturer or importer Accompanying document for each projector and accessory including records of: maintenance data operating data: number of cycles, working conditions,
Département SIC Consequences of the decree 85-968 Reduction of the dose equivalent rate on the external surface Sturdy equipment, safety and reliability Continuous monitoring of used equipment Equipment maintained permanently in perfect working conditions Decrees of October 1985: December 1989: deadline to stop the use of the portable source projectors which were not in conformity with the decree
Département SIC Comparison with ISO 3999 - 2000
Département SIC Comparison with ISO 3999 - 2000 French regulation more strict
Département SIC Examples of Iridium-192 source projectors 4.44 TBq 4.44 TBq
Département SIC Examples of Cobalt-60 source projectors 18.5 TBq 1.85 TBq
Département SIC Example of source-holder sealed source in special form (double capsule)
Département SIC Examples of indications of secured positions storage position, completely obtured, device locked storage position, completely obtured, device unlocked
Département SIC Examples of indications of secured positions device unlocked, shutter opened, source holder in storage position or not device unlocked, shutter closed, source holder in storage position but incomplete
Département SIC The other requirements of the regulation Training certificate for handling gamma radiography apparatus (C.A.M.A.R.I.) required for each user Skilled and trained workers for the use and the protection against radiations Competent person for protection against radiations required in each company using a gamma radiography apparatus Monitoring / classification of users Prevention Knowledge of regulations Secure that users apply safety instructions
Département SIC The other requirements of the regulation Dose rate measurement by holding an electronic radiation survey meter in addition to the film Prevention Make each user responsible Decrease of the dose rate
Département SIC The other requirements of the regulation Preliminary C.I.R.E.A agreement to be in possession and to use a radioactive source Sealed radioactive source in special form Source must be returned to the supplier within 10 years after the date of C.I.R.E.A. agreement No contamination Very strict monitoring of sources Protection of environment
Département SIC The other requirements of the regulation Advisor for the safe transport of radioactive material for each company Better knowledge of regulations Secure that users apply safety instructions Certificate for carrying by road/ train the gamma radiography equipment Improvement of the safety for transport Update of safety files for extension of type B(U) agreement Several kinds of source projectors have disappeared
Département SIC Conclusion Apparatus for industrial gamma radiography properly used in France does not present any particular danger However the risks are not completely eliminated: human operating errors, falls of heavy objets on ejection ducts or remote control, .. losses or thefts of projector
Département SIC Conclusion Efforts of prevention must be increase Improvement of existing prevention programs ( use, transport, protection against radiations, dose rate monitoring,...) Continuous sensitisation and training of concerned people Maintenance at regular intervals under quality insurance
