Aim of the presentation • To brief the Portfolio Committee on PALAMA’s strategy to address scarce skills in the Public Service. 33
Mandate of PALAMA • PALAMA is a schedule 1 National Department in terms of the Public Service Act of 1994 as amended. • It shall provide training or cause such training to be provided or conduct such examinations or tests or cause such examinations or tests to be conducted as the Head of the institute may with the approval of the Minister decide or as may be prescribed as a qualification for the appointment or transfer of persons in or to the public service. 44
Business Strategy • Our business strategy is informed by the current business model • The business model is driven by the demand from our clients who are (national and provincial departments) • The training needs are determined by National and Provincial departments( and Local government requests) • The strategy uses Strategic Partnerships to deliver on its objectives
Areas of Scarce Skills in the Public Service Scarce skills in the public service are identified in the following fields: • Human resources clerk • Office Administrators • Payroll Clerks • Secretaries • Finance • Health and social service • Human resources • Senior Government and Local government officials • Policy and Planning • Research and development 66
Strategic Partnerships • PALAMA establishes strategic partnerships in order to contribute to the development of scarce skills in the Public Service, e.g. • Other government departments/ public sector entities, • National Treasury - including the Technical Assistance Unit (TAU) • DPSA & CPSI (Centre for Public Service Innovation) • DPME • The Development Bank of Southern Africa (DBSA) • National Youth Development Agency (NYDA) • Training of Unemployed Graduates on Breaking Barriers to Entry into the Public Service

Research and Innovation Strategy • Research and Innovation function was created to be proactive • Provide information, establish required resources for delivery of innovative, research-based and needs-driven capacity building interventions • Research & Innovation to support training through: • Training Needs Analysis • Evaluation of PALAMA activities • Innovative knowledge management and development of learning materials • Benchmarking exercises: recent developments in public sector training, administration, management and leadership 1414
Research and Innovation Strategy • Research & Innovation shall: • Provide scientific research services that support the developmental state • Conduct research to support public service cadre development; • Create an intellectual hub of government • Undertake research to contribute to innovative training 1515

Conclusion • The contribution PALAMA will make towards addressing scarce skills in the Public Service are on three spheres. • First, PALAMA will assist with providing training for managers and clerical and administrative officials. • Secondly, PALAMA will support training for professionals and technicians • Thirdly, PALAMA will align its training programmes with the priorities of government in terms of the National Development Plan 2030. 1818
