This presentation is an overview of the work so far in Lancashire • It is used to explain to a range of staff in various settings the concepts and thoughts regarding In Control, its application and the potential implications eg contracts, finance, IT systems etc
In Control - What that means? • Resource Allocation Model - RAM • Resource Allocation System - RAS • Self Directed Services • Self Directed Support • Personalisation • Individual Supports • Individual Budgets
In a Nutshell!! • Know how much money you are entitled to • You can plan for yourself – with support you control • You can use your money flexibly - on services, but also on new ideas • You can make your own decisions or choose someone to help with this • You can change your mind and do something different
Where Did It Begin? • Misunderstanding of the Social Work role re Person Centred Planning • Phone Call to Simon Duffy • Initial 3 day workshop with all the SW team members in Lancashire • Follow on sessions up to present day with Team Managers and others to progress thinking
Work Undertaken • Used Simon Duffy as a consultant • Considered a range of work that had been undertaken with other authorities • Developed some thinking about how to work smarter in terms of Care Management • Worked to construct a framework to test out some of this thinking
Main Areas of Thinking • People plan better when they know the resources they have available • Providing a framework that clearly shows the allocation that is available based on a fair funding basis – ‘the matrix’ • This was based on an analysis of current spend • Try it out – Test To Destruction!!!!

Agree the Plan • The Service Design should result in the production of a quality plan which needs approving • Basic criteria for a good plan already suggested

Organise the Support • Agree who will organise the support
LIVE LIFE!!! • Use your resources as flexibly as possible to meet your needs in line with your personal aspirations
Review and Learn • Provide reports to Care Management to explain outcomes achieved. • Submit new plan for new period
Work in Progress • We are trying it out with the pilot cases (15) • Other desk top exercises • Doing more work on Resource Allocation Matrix • Have considered & tried out Version 3 • Working on amalgamating Version 2 & 3 • Comprehensive Project Plan • Monthly Steering Group meetings • We’re working through the Project Plan at the monthly Operations Group meetings

Parting Thought • The underlying principle of In Control is to ensure the way we help people with a disability is based upon a person centred approach and therefore to construct organisations and systems that promote this. To make this happen we need enthusiasm, belief and a change in culture (and the strength to drag a dead horse up a mountain!!!)
