  2. Mandate Of Sub-Committee • To make recommendations to Industry Canada on wording changes to RSS-192 and RSS-193 that would harmonize the spectrum mask requirements for equipment certification in Canada with the equivalent ETSI (3.5 GHz band) and FCC (2.5 GHz band) requirements

  3. Progress Update • Working group has met a number of times since April 20 • First priority has been to deal with 3.5 GHz changes (RSS-192) • Have proposed a number of new block edge spectrum masks applicable to various technologies (OFDM/A, CDMA, TDMA, FDMA) in which: • The adjacent channel mask rolls off at the same rate as the applicable ETSI OOBE mask • Spurious emission mask remains unchanged, (respects traditional 43+10Log(Pmean) spurious emission limit)

Progress Update • The working group has reached general consensus on the proposed changes, with one exception: • Mike Razi of Telesat has expressed concern that spurious emission mask above 3650 MHz does not provide adequate protection for satellite systems operating in the 3650-3700 MHz band • He would have preferred to see additional changes to RSS-192 to adequately protect these systems • Most members of the working group felt that the RSS, which governs the technical requirements for certification of equipment, was not the right place to deal with this issue, which is primarily geographical in nature • Prefer to deal with this in the corresponding SRSP-303.4, which governs use of the spectrum

Progress Update • The RABC has issued its recommendation to Industry Canada, noting that Representatives of the Canadian Satellite and Space Industry Forum (CSSIF) have maintained that certified transmitters under the proposed RSS-192 would have the potential to cause interference to satellite Earth stations • Industry Canada is working on wording changes to SRSP-303.4 to accommodate these concerns • IC have tied the formal release of a revised RSS-192 to the release of the updated SRSP 303.4

  6. Next Steps • Next call will deal with proposal for harmonizing RSS-193 (2.5 GHz) with FCC • 27 September at 10 a.m.
