Policies A student can submit only one COE per content area (reading, writing, mathematics and biology) in their high school career.
Compilation and submission • Any student who has not met standard in a content area on the general assessment may compile a COE. • Only students who meet the eligibility criteria for a content area may submit a COE.
Reading and Writing Eligibility A student must have attempted and not met standard on the reading and/or writing HSPE two times before being eligible to submit a COE.
Math Eligibility • A student must have attempted and not met standard on a mathematics EOC two times (either a Year 1 and a Year 2 EOC or the same EOC twice) before being eligible to submit a COE. • Students are eligible to work on a mathematics year 1 COE if they have taken or are currently enrolled in a high school algebra 1 or integrated mathematics course. • Students are eligible to work on a mathematics year 2 COE if they have taken or are currently enrolled in a high school geometry or integrated 2 mathematics course.
Biology Eligibility • A student must have attempted and not met standard on a biology EOC two times prior to being able to submit a COE. • Students are eligible to work on a biology COE if they have taken or are currently enrolled in a high school biology course.
Students in the Graduation Cohort of 2013 May submit a second COE in a content area if they were in CEDARS as a 12th grader prior to January 2013
Direct Access to CAA Options A student who transfers from out-of-state, out-of-country, or from an in-state private or home school setting in the 11th or 12th grade may have the school submit the Transfer Student Options application to OSPI for direct access to the CAA Options.
New Policy: Request for Access Appeal This appeal is used in a situation where: • Due to unusual circumstances, a 12th grade student has attempted the HSPE or EOC only one time rather than the two attempts required to access the COE. • In addition, due to the assessment schedule, the student does not have the opportunity to attempt the EOC or HSPE a second time prior to graduation, therefore the student is asking for permission to submit a COE. • When a district provides documentation as to the circumstances that prevented the student from meeting the COE eligibility criteria, a review panel will determine if the situation warrants allowing access to the COE.

COE Scores Needed to Meet Standard or Augment a Collection :
Augmented Collections • Eligible students must have earned a minimum number of points within a range of the cut score. • Eligible students must submit four new work samples. • The augmented collection may be submitted during any subsequent submission window.
Extended Time and On-demand All extended time responses and on-demand responses to tasks must be done under the supervision of the teacher or educational professional. The tasks are not to be taken outside the classroom or testing area.

Mathematic Stats from 2012-2013 Math Year 1 • February 2013 submitted: 4425 • Percent met standard: 78.1% • May/June 2013 submitted: 985 • Percent met standard: 79.9% Math Year 2 • February 2013 submitted: 272 • Percent met standard: 79.4% • May/June 2013 submitted: 65 • Percent met standard: 58.5%
Welcome Back to Year 1 and Year 2 Math • Year 1 inclusion bank tasks – we are looking forward to the release of some new tasks in October. These tasks have been written by Washington State mathematics teachers. Tasks are aligned to standards; have appropriate complexity; appropriate vocabulary; and are reviewed for universal design, bias, and sensitivity.
How does this affect the math inclusion bank? • New tasks added & some old tasks retired • Students who began a task that was later retired will have their retired tasks scored through the same process that was used prior to the retirement of the task • New tasks will be ready for immediate student use and scoring in the January 22 winter submission
What about Year 2 Math? • Year 2 will follow the same pattern as year 1, however, this fall you will not see a large release of new tasks
Welcome Onboard to the Biology COE! • Available now - fall of 2013 • The first submission deadline June 11, 2014 • Cut score (score required to meet standard) approved by State Board of Education August 2014
A Sufficient biology COE • At least six and no more than eight separate, unique work samples (completed tasks). These tasks must be chosen from the biology inclusion tasks bank on the COE website. • Each collection must represent the ecosystems strand (LS2) at least four times and the other strands at least three times • At least two on-demand work samples • All work samples must be written in English • Every work sample whether performed “on-demand” or as an “extended time” task is the independent work of the student
The biology COE is ONLINE • Read over policy & guidelines. • Access info on the OSPI Biology COE Moodle (http://moodle2.ospi.k12.wa.us) & the COE Webpage (http://coe.k12.wa.us). • The secure EDS System can be accessed by educators who have students working on a Biology COE. Stipend • The stipend for each eligible, sufficient and on-time COE is $200.00 • Collections receive a reduced stipend of $100 if: • they have a sufficiency issue • they receive a test irregularity during scoring • Augmented collections do not qualify for the stipend
