Prior to 9/11 some sites were blocking at nearly 40% during peak times. • No data capability – Airport ramp operations need data applications to improve efficiency. • No networking of sites – Airport to Airport communication identified as a desired feature. • Mix of Micor and Quantar repeaters – ARINC’s maintenance costs were increasing.
