MCE: How it Works 1) Electric Generation 2) Electric Delivery • California State Assembly Bill 117 (2002) • Hybrid: Municipal Utility & Investor Owned Utility • CCA becomes default electricity provider (per AB 117)
Richmond Enrollment • MCE began mailing opt out notices in April • 5 notices total • 3 notices have already been mailed out • Richmond customers will be offered service in July 2013 • Customers may choose to opt out by phone or web • mceCleanEnergy.com or 1 (888) 632-3674 • Call center reps available 24 hrs/day, 7 days/week • Customers may request to opt out at any time • After 60 days from start of service, an administrative fee will apply: • Residents: one time $5 fee • Businesses: one time $25 fee

Local Renewable Build-Out • Feed-In Tariff • San Rafael Airport project • Standard offer 20-year contract • Projects 1 MW or less in service area (Marin or Richmond) • Total program capacity = 10 MW • Net Energy Metering (NEM) • More than 1,900 NEM customers generating 5.7 MW of local power • MCE offers premium bonuses • Credit customers at retail rate plus $0.01/kWh • Provide $4 monthly bonus for excess generation • Credits never zero out and are cashed out if $100+ at year end • Deep Green Renewable Development Fund • 50% of Deep Green revenue is dedicated to local renewable development
Local Solar • Largest solar project in Marin County • (972 kW AC) • Power for 280 homes for an entire year and up to 1,200 customers during peak energy production • 20-year Feed-In Tariff power purchase agreement • Designed by San Rafael-based REP Energy • Installed by Muir Beach-based Synapse Electric • Created 25 local jobs during construction phase • Will offset approximately 750 tons of GHG emissions annually Nearly 5,000 solar panels are being installed on 48 existing aircraft hangar rooftops, covering approximately 2 acres
