  9. Agenda Item 3 Approval of the Minutes of Plenary 10 Review Action Item Status

Open Actions [1] Action [AP8-1]: CSG to develop traceability between ATS Functions and OR/SR/PR after completion of oceanic integration.To be commenced after oceanic integration (start June 2010). This action needs to have a mature definition of ATS Functions and set of OR/SR/PR. Suggest to postpone this action for Green Cover. Action [AP8-4]: Paul Mettus and Danny Van Roosbroek to take the necessary steps to send out a Call for Interest via the RTCA PMC and EUROCAE council An informal request has been sent to Oceanic experts by FAA. The Eurocae secretary has send a call for interest to the membershio and to the ICAO/NAT office.

  11. Open Actions [2] Action [AP10-1]: Jane and Randy to work out new CPDLC messages Current FIM OSD is not yet mature and the associated CPDLC are currently under development Messages. Suggest to postpone the CSG work on FIM CPDLC Messages when mature FIM OSD will be available (Mid 2010) Action [AP10-1]: CSG/Thierry and Greg Saccone are tasked to determine the impact of security, if any, on SC214/WG78 documents Not done

  12. Open Actions [3] Action [AP10-2]: When both the ground and aircraft are dual stacked, the CSG will develop guidance on what interoperability mechanisms (in terms of ATN or FANS) should be used. To be addressed during the CSG discussion on the updated Seamless Transition Paper (see [AP10-3]). Action [AP10-3]:Jerome will update the Seamless Transition Paper for June WG meeting Done. This paper has been updated see V3. This updated Seamless Transition Paper will be discussed during CSG Session Action [AP10-4]: Everyone to review Jerome’s paper No comments received.

CSG has taken into account GOLD Version 1 (June2010) for the Oceanicic Integration Task Action [AP10-6]: Tom M, Jerry, Thierry, and John to update environment characteristics In progress Action [AP10-7]: Wim and Kathy to work on integration of Oceanic Safety and Performance material Done- See minutes of CSG Bellevue Seattle Sept. Meeting Safety (CPDLC): Last version: 5Aug10. Work put on hold, pending outcome P11 (TnT issues). Single set of SRs only possible if OCR OSA gets fully integrated within OHA and ASOR. Else, comparison table to be kept to define common SRs. Also reference to ED122/DO306 required to trace to OCR-OHA. No start yet on ADS-C

  14. Open Actions [5] Action [AP10-8]: F Picard to update FIS addressing proposal Done – See Minutes of CSG Meeting in Washington DC (June 2010). Addressing issue extended to air-initiated applications (DSC, DCL, DTAXI). Action [AP10-9]: Wim review safety requirements and update requirements Done - D-RVR OSA & OPA have been updated for Prague Meeting. D-HZWX OSA/OPA needs mature OSD to progress Action [AP10-10]: CSG to delegate 214/78-206/76 Tiger Team to assess maturity of D-WVR and D-SAR to determine if they should remain in 214/78 SPR Done. To be checked with Ernie DASH the status of D-WVR and D-SAR.

  15. Open Issues [1] • Issue [IP10-1]: When both the aircraft and the Ground system are dual stacked, will any requirements be levied on the FANS part of the ground systems? Further discussions on this topic were forwarded to the CSG SG. • To be addressed during the CSG discussion on the updated Seamless Transition Paper (see [AP10-3]). • Issue [IP5-1]: TORs are not yet approved. Status: Open: RTCA has been briefed on proposed TORs. An out-of-cycle approval is expected. Danny Van Roosbroek presented modified TORs to the TAC (Technical Advisory Committee to the EUROCAE Council) committee. Cfr EUROCAE WG78 Revised TORs 2_0 and TAC38 WG78 April 2010 under Plenary 10 Contributions. The only contentious issue for the TAC is inclusion of VDL2 update task. RTCA PMC has approved inclusion of VDL2 work in SC214. RTCA PMC raised concern on inclusion of DTAXI graphic capability. • The EUROCAE Council has approved the TORs on 7 July. VDL2 work is not within the TOrs and subject of a separate task force. • 214 TORs approved 1 July 2009, but not covering all current work items • Need for aligment of Tors is confirmed

ICAO / NAT • EUROCAE/ RTCA Request Oceanic expertise to ICAO NAT Groups sent in August 2010 • ICAO/NAT groups ATMSG and CNSG responded positively • ICAO/NAT will set up task force composed of data link experts, from both technical and operational background (to be confirmed by ICAO/NAT IMG) • First Input expected by mid 2011

Central Issue • A number of papers potentially affect the TOR Revision • SC-214 product could be lost if delays cannot be controlled • Milestones to meet commitments in approved TOR (7/2009): • Requirements Complete by Plenary XII (APR 2011) • Approve FRAC at Plenary XIII (SEP 2011) • Complete Validation by end of public comment period (11/1/1011) • Approve and Elevate to PMC at Plenary XIV (DEC 2011)

Review Process • Eight papers are ready for plenary consideration • Sound time management is essential • No debate today, briefings only • 20 minutes allocated for each author to speak • Chairs alert speaker 5 minutes prior to end of allocated time • 5 minutes allocated for questions from the audience at the end of each briefing • Chairs allocate papers to subgroups to develop recommendations • Recommendations to be debated on Day 4 (Thursday)

  33. Way Forward Gain lessons learned from European Deployment of 631-6 Feed into 631-7 and add new functions later - Not now. Plan Transition carefully, mixed equipage air & ground i) Backwards compatibility ii) Eradicate negative effects on VDL RF environment iii) Ensure 631-7 ground stations work efficiently with 631-6 aircraft Avoid US/European VDL M2 divergence Evolve standards together for the benefit of Industry & European/US Implementation
