Energy Employees Occupational Illness Compensation • Mission: Deliver benefits to eligible employees and former employees of the Department of Energy, its contractors and subcontractors or to certain survivors of such individuals. • Leadership: • Shelby Hallmark, Director, OWCP • Rachel Leiton, Director, DEEOIC • Christy Long, Deputy Director, DEEOIC • Organization in 2010: • National/Regional Office FTE Allocation: 560 • Current FY 2010 resources: $123,945,000
Goals • DEEOIC supports these DOL Strategic Goals: • Ensure fair compensation, and • Help middle class families remain in the middle class • Our focus: • Reduce claims decision time • Deliver benefits promptly and • Provide quality customer services
DEEOIC Performance We are doing things differently • Previous measures focused on initial processing time and final decisions processing times separately (process-oriented) • New approach will seek to reduce overall completion of processing from date of filing through final decision (customer outcome-oriented) • New approach also includes improvement of call-back and correspondence response times
Proposed New Goals 2012-2016 • Reduce the average # of days for cases not sent to NIOSH • Without hearing • 2012 average 194 days; 2016 average 175 days • With hearing • 2012 average 330 days; 2016 average 304 days • Reduce the average # of days for cases sent to NIOSH • Without hearing • 2012 average 485 days; 2016 average 438 days • With hearing • 2012 average 601 days; 2016 average 543 days
Strategies • Our strategies to achieve these goals include: • Streamline policy guidance to the field for implementation of new Special Exposure Cohort (SEC) classesas they are identified • Continue to work with NIOSH to improve the flow of communications regarding new Program Evaluation Reports and SECs • Continue to update and improve SEM data to expedite Part E claim development • Increase the use of telephonic or video conferencing for FAB hearings • Integrated case management system will streamline claims processing efficiency by providing an improved workflow process • Improve customer service by decreasing response time for return phone calls
Strategies NIOSH has advised they are pursuing the following strategies that will help achieve our goals: • Established management objective which reinforces NIOSH commitment to production of timely dose reconstructions (goal is to complete draft DRs within one year) • Eliminate legacy cases (greater than one year) by end of FY 2010 (PART Goal) • Undertaking a ten year retrospective review of the NIOSH Radiation Dose Evaluation Program • Recommendations for Program improvements • NIOSH performance relative to legislative requirements and implementing regulations Summary of NIOSH Advisory Board Meeting, February 8, 2010, Manhattan Beach, CA
