Joint Definition of an Expeditionary Force • An armed force organized to accomplish a specific objective in a foreign land. Source: JP 1-02 Amended through 30 Nov 2004
Marine Corps Vision • Characteristics of an Expeditionary Force: • Agile and flexible force • Capable of a broad range of military objectives • Deploy rapidly • Enter objective though forcible means • Sustain itself for an extended period of time • Withdraw quickly • Reconstitute rapidly General J. L. Jones CMC What’s in a Word? AFJI - Oct 2000
Increased CSS Capabilities Reduced Logistics Footprint Improved Equipment RAM Enhanced Distribution Robust Logistics Command & Control Evolved Log Processes Marine Corps Logistics Current and Future Warfighting Concepts Influence Result Enable Enhanced Expeditionary and Joint Capabilities Contribute to Optimized Use of Strategic and Operational Mobility
Constant Innovation Joint Operational Capabilities Effects-Based Logistics A Logistics Path to Change… • Less Logistics Mass • Adaptive Change • Superior Information – Ops / Intel / Log • Respond better at-Sea to changes Ashore
Future Sea-Basing Operations Sea-Basing contributes to increased operational tempo by increasing speed, mobility, and maneuverability while decreasing or eliminating operational pauses. • These changes in our concepts and capabilities for fire and maneuver will demand changes in the methods we use to sustain naval forces. • Being developed as part of the Marine Corps’ Logistics Modernization effort in conjunction with Naval Logistics Integration &MAGTF Logistics Integration.
The LogMod Program What is it? Logistics Modernization (LogMod) is USMC’s multi-year, multi-faceted global program to make MAGTF Marines more effective / more lethal – by improving logistics processes and the information systems that support those processes. LogMod’s focus is on the integration of people, processes, and technology
The LogMod Program Major Initiatives • Logistics Operational Architecture (OA) • Global Combat Support System–Marine Corps (GCSS-MC) • Material Readiness Process Improvement • Marine Air Ground Task Force (MAGTF) Distribution • Realignment of Maintenance (RoM) • Realignment of Supply (RoS) • Logistics Command and Control Requirements • Logistics Combat Element (LCE, formerly CSSE) Communications Bandwidth • FSSG/MLG Restructuring/Renaming
I&L and N4 TOR on Naval Logistics Integration Signed - July 2003 ”…Future Marine Corps operational concepts, contained in Expeditionary Maneuver Warfare (EMW), will depend a great deal on the use of Naval Logistics. A cornerstone of our use will be with the emerging Naval Sea-Base concept….” -- DC, I&L to N4, Aug 2001
Naval Logistics Integration The Navy and Marine Corps will move beyond logistic interoperability and will seek an integration of their Service logistics processes to optimize support to daily operations and future sea-basing

“Sense and Respond”Key Ideas • Demand can be unpredictable, so success depends on speed of pattern recognition and speed of response • The best supply chain is no longer one that is highly optimized, but one that is highly flexible • Organizes Units and subunits into “modular capabilities” that negotiate with one another over commitments • Networks “self-synchronize” via a common environment and set of shared objectives • Uses IT for data sharing, “knowing earlier,” commitment tracking, and role reconfiguration
