  5. The Forum: What is it? • Debates and discussions organized aroundseveral types of events: • Workshops • Posters • Knowledge café • Conservation campus • Pavilions and exhibition • Social events & Media events • World Leaders Dialogues

Criteria for Forum events • Congress theme: Resilience • Relevance with the proposed IUCN Programme 2013-2016 • Involvement of two or more constituents • Contribution to Forum objectives: • Sharing know-how • Reaching agreement • Moving to action • Contribution to international conservation debates

How does it work ?… • Selection of events through the Call for Contributions – proposals to be submitted by 15 October 2011 • On-line process (with several mechanisms to encourage people to partner instead of creating individual events) • Competitive process (limited number of slots available) • Proposals evaluated against a series of criteria(all components of IUCN involved in the process) A separate announcement will be made at the beginning of 2012 for receptions and social events

  8. What is the Members’ Assembly? IUCN’s highest level decision-making body,where Members: • Approve IUCN’s four year Programme and its financial plan • Elect the President, Treasurer, Regional Councillors, and Chairs of the Commissions • Vote on motions thereby establishing the general policy of IUCN

Voting rights • Members in category A • States: 3 votes / 2 votes (1 vote => government agencies) • Government agencies: 1 shared vote • Members in category B • International NGO Members: 2 votes • NGO Members: 1 vote • Members in category C – Affiliates • No voting rights • Have speaking rights • Give proxy to another Member if you cannot • attend the Members' Assembly • The Membership Unit will contact the Government Agencies sharing 1 vote to make arrangements ahead of Congress.

What is a motion? • A draft of any decision which the World Conservation Congress is requested to take. • Motions become Resolutions or Recommendations • Resolutions are directed to IUCN itself. Recommendations are directed to third parties, and may deal with any matter of importance to the objectives of IUCN. • Adopted by a simple majority of votes cast in each Category • Quorum?

Submit motions • Need to be consistent with the objectives of IUCN • Must relate to new issues or a new aspect of issues addressed at previous Congresses • Council and Secretariat currently reviewing entire IUCN policy in order to identify gaps and assist Members and Council to prepare relevant motions for the 2012 Congress • Motions to be supported by at least 5 co-sponsors. Proposer and co-sponsors must be in good standing (dues paid up to and including 2011) • Motions must be submitted before 9 May 2012 • Motions may also be submitted at the Congress if the subject is new, urgent, could not have been foreseen, arises out of the deliberations at the Congress, or responds to matters on the agenda

Nomination of candidates and elections • Director General’s letters to IUCN Members of 12 August 2011 with the ‘call for nominations’ and profiles • The President and the Treasurer: • Not more than two nominations made by the Council to the Members' Assembly after considering the proposals made by Members before 16 January 2012 at noon GMT/UTC • After the candidates proposed by Council are known: nominations may also be made by forty Members eligible to vote • from at least three Regions • before 8 July 2012

Nomination of candidates and elections • Chairs of the Commissions: • Nomination made by the Council to the Members' Assembly • After considering proposals made by • IUCN Members • members of the Commissions • before 16 January 2012 at noon GMT/UTC • Some Commissions organize their search/nomination processes

Nomination of candidates and elections • For the election of the Regional Councillors: • Nominations made by Members to the Election Officer before 16 January 2012 at noon GMT/UTC • Nominations by • Five members eligible to vote • From more than one State from the region • Candidates for election • Must be nationals of a State in the Region concerned • Must be a resident in that Region • Must not have held the same office consecutively for more than two full terms

Important deadlines • 2011 12 August: Director General’s e-invitation to Members to nominate candidates for election 30 September: nominations for IUCN Awards 15 October: Deadline for submission of Forum proposals 5 December: E-mailing of provisional Congress Agenda • 2012 16 January at noon GMT/UTC:Deadline for submission of proposals/nominations for elected positions 10 March: Deadline for submission of Member proposals to amend the Statutes 5 April: E-mailing of Congress Agenda and documents 9 May: Deadline for submission of Member motions 8 July: Publication of all Member motions; Member nominations for President directly to Congress 6 September: Opening of World Conservation Congress
