  4. Puerto Rico Department of Health The PRDoH oversees over 65 federally funded Grants and Cooperative agreements that work to provide diverse health services to Puerto Rico residents.  P.R. Federal Grants and Contracts Training Summit - February 3 & 4, 2015

PRDoH - Office of Federal Affairs • Serves as the Department’s liaison with the federal government and seeks to: • Promote the optimal use of federal resources • Ensure compliance with federal regulation • Facilitate communication between the PRDoH and the federal government • Identify new sources of income for the PRDoH P.R. Types of Funding Grant - Assistance • Purpose is to transfer resources to recipients in order to accomplish a public purpose. • No substantial programmatic involvement is anticipated between the sponsor and the recipient. Cooperative Agreement - Assistance • Substantial programmatic involvement between sponsor and recipient Contract - Procurement • Acquire property or services with specific obligations for both sponsor and recipient. Federal partnership • Since federal agencies will only fund those applications that address their administrative priorities: • Grantees need to understand the priorities of federal agencies. • Share common goals. • Comply by the terms and conditions established by the grantor agency. Secretary Auxiliary for Family Health and Integrated Services Oversees 29 federal programs, it provides broad health services and resources to a population of vulnerable families and children across Puerto Rico.   12. Secretary Auxiliary for Health Promotion Seeks to improve the health of individuals and communities through education, behavioral change and environmental improvement. In addition, provides resources to enable citizens to increase control over their health in order to improve it. Federal funds (yearly): $3.9M Population served: Island wide P.R. WIC - Women, Infants, and Children • WIC is a federally funded nutrition program. • Provides healthy foods, nutrition education and counseling, breastfeeding support, and referrals for health care and community services to the population of PR at no cost. Awarding agency: U.S Dept of Agriculture Federal funds (yearly): Nutrition $187M Administration: $40M Population served: 163,000 P.R. Secretary Auxiliary for Environmental Health and Public Health Laboratory Strives to improve those aspects of human health that are determined by physical, chemical, biological and social factors in the environment. In addition, implements environmental health policies through monitoring and control activities. Federal funds (yearly): $9.6M Population served: Island wide P.R.   17. Secretary Auxiliary for Planning • Serves as an agency source for policy analysis. It performs data collection, and research and evaluation projects in order to attain the PRDoH strategic planning goals.   • Assists making informed public policy decisions.   19. EPIDEMIOLOGY Provides the PRDoH with Infectious disease surveillance and outbreak investigations to determine public health actions. Diseases such as: Influenza, Dengue, Chikungunya, Gastrointestinal diseases, Hepatitis and VIH/AIDS. Federal funds (yearly): $1.7M Population served: Island wide P.R.   20. Puerto Rico Health Information Network (PRHIN) Is a web-service designed to securely exchange healthcare related data. Awarding agency: HHS - Office of the National Coordinator for Health Information Technology (ONC) Federal funds : $7.7M (ARRA) P.R.   21. Office of Public Health Emergency Preparedness and Response Awarding agency: Centers for Disease Control and Prevention (CDC) • Serves as operational arm of the PRDoH providing rapid response to public health emergencies. • Oversees preparedness activities in order to strengthen our abilities to respond to all types of public health incidents and build more resilient communities. • Federal Grant : • Hospital Preparedness Program (HPP) and Public Health Emergency Preparedness (PHEP) cooperative agreement Federal funds (yearly): $13.7M Population served: Island wide

  22. Medical Services Administration Provides services to the Medical Center (Centro Médico) Institutions and operates the Emergency Rooms in UPR and Trauma hospitals. Federal Grant : CDC - OPHPR Funds Hospital Preparedness Program (HPP) and Public Health Emergency Preparedness (PHEP) cooperative agreement Federal funds: $1M (yearly) Population served: Island wide P.R.   23. The Puerto Rico Mental Health and Anti-Addiction Services Administrationseeks to: • Improve the quality and availability of prevention, treatment, and rehabilitative services. • Reduce illness, death, disability, resulting from substance abuse and mental illnesses. • Federal Grants Include: • Substance abuse prevention and treatment block grant • PR State adolescent Treatment-Enhancement and Dissemination • Strategic Prevention Framework State initiative Grant (SPF SIG) • Proyecto Iniciativa Federal funds : $9.6M (yearly) P.R. Awarding agency: Department of Health and Human Services (DHHS) • Medicaid is a program created by the federal government, but administered by the PRDoH. • Provides payment for medical services for low-income citizens. • Provides health coverage to 1.6M recipients in P.R. which include: children, families, pregnant women, the elderly, and people with disabilities. Sources of funding: Medicaid $330M SCHIP$155M ACA $803M (yearly) / 6.4 billions (2011-2019) Federal funds : $1.3B (yearly)

Sustainability • In moments of economic needs, maintaining and increasing federal assistance is essential. • Actively search new sources of federal funds. • While we have no control regarding available future federal funds we do have control in how we administrate federal money. • Proper administration of current federal funds is essential in order to be entrusted with future funds. • Working together towards this common goal will put us in a better position to achieve sustainability. (Example: streamlining our internal procurement process, efficiency in expenses and payments and effective lobbying).
