Mass General Laws Chapter 32B Section 19
Allows a city/town to negotiate with all of the town unions at one bargaining table over the issue of health insurance.
3. 3 Section 19: Coalition Bargaining Coalition with union rep from each collective bargaining unit and a retiree
Retiree has 10% vote
Remaining 90% vote weighted based on number of union employees eligible for health insurance

5. 5 Section 19: Coalition Bargaining 70% weighted vote approval needed for any agreement
Agreements are binding on all active and retired employees
Premium contribution percentages must be the same for all subscribers within each plan
GIC Agreement must be ratified and submitted by December 1

A state commission that purchases health insurance for approx. 300,000 mostly state employees and state retirees.
The Commission:
* 13 members appointed by Governor.
* 5 of the members are labor reps recommended by unions.

Neighborhood Health Plan
PPO*: Harvard Pilgrim; Tufts
Indemnity: Commonwealth Indemnity UniCare
* Most municipal employees in Blue Cross, Harvard Pilgrim or Tufts HMO plans select a GIC PPO plan
