Decentralized International Cooperation in Brazil: Aspects and relevance • States and municipalities playing an international role; • Exchanges of experience and best practices - Enhancement of public policies; • Changing role in the reception of international cooperation; • Absence of a legal framework.
3.1. Brazil – Italy • Program "100 projects for 100 cities Italy-Brazil“: Social and human rights policies and public services (solid waste, sanitation, among others); • 100 cidades + Brasil Próximo • Financing actions: 1) Italian central and local government + Brazilian central government central government local 2) E.U. projects • Example of this cooperation: 1) Project to combat the sexual exploitation of children and adolescents during major events 2) project for the benefit of municipalities with high socio-economic vulnerability (g100).
3.2. Brazil – France • Political and technical meetings of Brazilian and French local authorities “Meetings Brazil - France``: Exchange experiences and strengthen binomial cooperation; • Meetings Brazil - France (2006 - Marseille, France / 2007 - Belo Horizonte, Brazil / 2009 - Lyon, France / 2013 - São Paulo, Brazil); • Trilateral Call for proposal: Cooperation between Brazilian and French local authorities towards African municipalities Brazilian central government (local government funding) + French central and local government.

Call for ProposalsofSouth-SouthCooperation • The project received support up to $ 200,000 to implement the actions of international cooperation, through the resources of Brazilian central government: 1) Curitiba(Brazil) and Rosário (Argentina) Integrated care services to citizens; 2) Canoas (Brazil) e Morón (Argentina) Observatory of citizen security and violence; 3) Bagé (Brazil) e Cerro Largo (Uruguai) Rescue and recovery of Cultural Heritage; 4) Vitória (Brazil) e Xai-Xai (Mozambique) Integral management ofterritories.

Methodology g100 and EU African Associations of Municipalities • The g100 is the group of 100 cities with over 80,000 inhabitants who have a high demand for public services (health, education and social care) and low financial capacity; • Project of FNP – Institutional strengthening of municipalities in the g100 Tripartite cooperation: Brazil - Europe - Africa: FNP andE.U.shares with associations of African municipalities methodology to mitigate differences of municipalities based on the experience of the EU and g100.
