  2. Operational Handbook (I) • Definition: A “how-to” guide to assist countries in (i) developing and (ii) implementing the national BCH. • Intended for the country to (i) develop, (ii) use, (iii) maintain the nBCH.

  3. Operational Handbook (II) Why is it important for BCH Regional Advisors (RA)? • It provides overview on roles and responsibilities of NEA, BCH-TF, NEA-NFP, BCH-NFP. • It describes the 5 steps of project cycle: 1. Establishment of BCH-TF and info gathering 2. MoU entry into force, receipt of funds 3. Setting-up nBCH system, and testing 4. Training 5. Project closure

  4. Operational Handbook (III) What role have RA in steps 1-2 (pp.20-21) ?: 1. Establishment of BCH-TF, 2. MoU entry into force. IT RA: assist countries to identify, assess, analyze: • current IT status (data entry knowledge mgmt), • additional training needs, • installation and use of chosen model of nBCH, • country requests on hardware and software. CPB RA: help countries to: • combine and supplement IT cap-bldg needs with substance-related training, • identify and assess training needs in knowledge mgmt, obligations and provisions of CPB.

  5. Operational Handbook (IV) What role have RA in steps 3-5 (pp.20-22) ?: 3. Setting-up nBCH system, 4. Training, 5. Project closure IT RA:assist countries to identify and assess: • selected IT systems, options of sources of info, • hardware, software, data storage, processing info, • use of tech applications for inst and manning of nBCH, • building post-project capacity for data entry. CPB RA: help countries to: • design and implement national cap-bldg programs on provisions and obligations to CPB, • develop and coordinate thematic in-depth national training workshops, identify specific training needs.

Operational Handbook (V) (pp.26-42) Form 1: Notification of BCH Task Force Nomination Form 2: Choice of National BCH System Form 3: National Assessment of BCH assets and needs Form 4: Detailed Costing of proposed national BCH System Form 5: Proposed BCH Training Plan Form 6: UNEP-GEF Funded BCH Equipment Inventory Form 7: BCH Equipment Operational Test Form 8: Post-Training Report Form 9: Request for BCH RA Form 10: Country Report on BCH RA performance

Operational Handbook (VI) • Upon receipt of (i) completed forms 1-5, (ii) sustainability strategy, (iii) proposed work plan for BCH set-up and use, UNEP-GEF will finalize MoU. • Country can at ANY TIME request BCH Regional Advisor (form 9, p.39, OH) to (i) set-up nBCH system, (ii) deliver training. • Once MoU is signed, NEA will receive 75% of funds for: (i) purchase of equipment, (ii) BCH-TF meetings and (iii) national workshop(s). MoU duration: 12 months. • Upon receipt of completed forms 6-8, residual 25% of negotiated funds will be forwarded to country. The project is considered completed. • Country will submit a final evaluation of BCH Regional Advisor (form 10, p.40-42, OH).

  8. Instructional Manual (I) • Definition: A hands-on document intended to provide practical support to BCH Regional Advisors. • The manual is currently being reviewed.

  9. Instructional Manual (II) Main components: 1- Introduction 2- Interacting with BCH TF, NEA-NFP, BCH-NFP, 3- Training components + practical check-lists, 4- Preparation + conduct of training workshop(s), 5- BCH monitoring and evaluation, 6- Mission Report Forms, 7- Work-plans and templates for: (i) mission preparation + objectives, (ii) on-site training logistics, equipment needs + verification, documentation…

  10. Focus Groups Assignment Please split into 3 focus groups. Assignment: What elements would ensure a strong networking for both CPB and IT Regional Advisors?
