Discretionary Programs • Currently, approximately $1.1B has been awarded in discretionary funding over the last year. • These programs are funded through unallocated discretionary funding and targeted at FTA’s priorities

FTA Region IV Environmental Program Updates • Region IV has one Environmental Program Specialist (EPS) – Brian Smart • Our EPS is a resource that can be used for: • Determining appropriate classes of action • Participate in Environmental scoping • Provide technical assistance throughout NEPA process • Please engage our EPS/Planners early in the NEPA process to determine likely class of action
Planning and Program Development FY 2011 Lessons Learned • Annual apportionment notice later and later – start working on carryover lapsing NOW (if an FTA grantee) • Program previous year or carry-over funding in current TIP/STIP • Eligibility: Confirm for JARC/NF and Earmarks • TIP/STIP • Properly program projects in TIP/STIPs • Ensure projects carryover with any TIP/STIP updates • Ensure Flex funds identified in STIP • Ensure JARC/NF lump sums included in TIPs
Planning and Program Development • LAPSING Deadlines -- Approximate (2012) • Region IV lapsing grant deadline for all draft grants requiring DOL certification to be entered in TEAM and under FTA review: • April 30, 2012 • Region IV lapsing grant deadline for submission to DOL: • May 31, 2012
Planning and Program Development Planning Certification Reviews • One scheduled for FFY 2012 in Georgia: • Columbus (March)
Coordinated Planning - Section 5310, 5316 and 5317 Programs Friendly Reminders: • Coordinated Plans should be updated during the same cycle for metropolitan or state transportation plans: • 5 years in attainment areas • 4 years in non-attainment and maintenance areas • Designated Recipients – required to publicly advertise the availability of funds and selection criteria and also publish a list of selected projects following the competitive selection process.

Civil Rights Title VI and Environmental Justice Proposed Circulars • FTA published two proposed Circulars: • Circular 4307.1 Environmental Justice Policy Guidance for FTA Recipients • Circular 4702.1B Title VI • Comments were due December 2, 2011
Civil Rights DBE Program Update • Small Business Development Participation (49 CFR Part 26.39) • Added as part of DBE Programs in January 28, 2011 FRN. • Requirement: • “Must include an element to structure contracting requirements to facilitate competition by small businesses” (i.e DBEs). • Examples for how to address included in FRN. • http://www.gpo.gov/fdsys/pkg/FR-2011-01-28/pdf/2011-1531.pdf • Due to FTA by February 28, 2012
