  4. Constitution and By-Laws of the Crandall High School Student Council Article I Name and Scope The name of this organization shall be the Crandall High school Student Council. Since the principal and the faculty are directly responsible to the Superintendent and the Board of Trustees, all actions by the Student Council must have the approval of the sponsor(s) and the principal. Article II Purpose and Philosophy The purpose of this organization shall be: 1. To provide, through student representation, a maximum of opportunity for student participation in student affairs. 2. To develop student responsibility, initiative, and leadership. 3. To encourage high standards of character, leadership, scholarship, sportsmanship, and school spirit. 4. To acquire experience and efficiency in the practice of democracy. 5. To promote respect for school, private property, and school and national pride. 6. To promote student-faculty relations. 7. To promote energy and environmental concerns, and awareness. 8. To promote school spirit and involvement. Article III Membership of Student Council The Student Council shall consist of the following students: 1. Executive Council: The president , who must be a senior or junior during the term of office. The Vice President, who must be a senior or junior during the term of office. The Secretary, Historian, and Treasurer who must be seniors , juniors, and sophomores.

The senior, junior, sophomore and freshman class president, vice-president, secretary, and treasurer, shall be elected during the spring semester, coinciding with, or following the Executive Council Elections. The Student Council shall be composed of the Executive Council and all class officers as well as work-on members. 3. Work-on members: Any student who attends 3 consecutive meetings may become a full fledged member of the student council. He/She must maintain qualifying points to maintain membership. Article IV Establishing and Maintaining Eligibility of Executive Council, Class Officers, and Student Council Representatives. 1. Each student elected to the Executive Council from the date of application: A. Must have passed all subjects the preceding six weeks and have an overall grade average of 2.0 for their high school career. B. Each officer must have 3 recommendations from current high school faculty members. Each faculty member must have been a teacher or coach of the candidate. C. Should possess the qualities of leadership. D. Must conduct themselves at all times in a manner befitting the office they hold. E. Must be an on-campus student in good standing. 2. Each Class Officer from the date of the application: A. Must have passed all subjects the preceding six weeks and have an overall grade average of 2.0 for preceding semester. B. Each officer must have 3 recommendations for current high school faculty members. Each faculty member must have been a teacher or coach of the candidate. C. Should posses the qualities of leadership D. Must conduct themselves at all times in a manner befitting the office they hold.

  6. E. Must be an on-campus student in good standing. 4. If an Executive Council member or Class officer fails to attend more than three Student meetings that are unexcused pursuant to school rules, will be grounds for dismissal by the sponsors. Absences are to be recorded in the minutes and reported to the affected individual. 5. Point system- each member must earn a minimum of 6 points each six weeks. Points for activities will be determined by officers and sponsors. Meetings are worth 1 point. Officers must earn 8 points each six weeks A. If a member fails to earn minimum points, he/she will receive one time warning with three weeks to earn missing points in addition to maintaining current points. Article V Manner of Executive Council, Class Officer, and Student Council Representative Elections 1. Each class of the student body is to elect class officers. Alt class officers will be elected during the spring semester, on a date set by the Executive Council. 2. The Executive Council will be elected by a vote of the current juniors, sophomores and freshmen. 3. Candidates must submit an application and recommendations of the office, 3 for class officers, and 3 for Executive Council officers. 4. Announcement and notification of the election dates and procedures will occur on a timely basis. Executive Council elections may be held prior to class elections or simultaneously. 5. Only class members may vote for their respective class officers. 6. All elections will be conducted by secret bat tot. 7. The Student Council sponsor(s) will serve as election judges(s). 8. An election will be complete when balloting yields a majority vote for one nominee for each office voted on . 9. Campaign guidelines will be established by the Executive Council as appropriate for each election . 10. The current Executive Council will be responsible for coordinating all elections to include elections for incoming freshmen at the start of the school year.

  7. Article VI Election of Homecoming Queen 1. The Homecoming Court will consist of one freshman princess, one sophomore princess, and one junior princess. There will also be three senior nominees, one of whom will be chosen as queen. 2. The freshman, sophomore, and junior classes will select their princess with a one time vote, the girl receiving the largest number of votes being declared the princess. The senior class will select three nominees by vote; the three girls receiving the largest number of votes being declared the nominees. Thereafter, the student body will select the queen from the three senior nominees, the girl receiving the largest number of votes being declared queen, and the other two girls being declared princesses. 3. Each member of the Homecoming Court must have the necessary credits of the electing class (at least one semester) 4. Each member of the homecoming Court must have good standing as a student (no disciplinary or academic suspension). 5. Each member of the Homecoming Court must have current UIL eligibility. 6. Elections will be determined by secret ballot. 7. Elections will be held during the school day. 8. After tabulation, the results will be announced with the exception of the queen, such results to be announced during the homecoming football game. Article VII Term of Office 1. All Student Council officers shall serve from the end of the elected school year to the end of the following school year. 2. If a vacancy occurs among the Student Council, the duties of the officer will be filled at the discretion of the members of the Executive Council. 3. In a case of a vacancy among the Executive Council, the duties of that officer shall be filled at the discretion of the remaining members of the Executive Council. 4. A member elected/selected to a vacancy shall serve for the unexpired term of office.

  8. Article VIII Council Meetings 1. The Student Council shall hold a meeting as a time to be set by the Executive Council at a minimum of one meeting per month. 2. Any special meetings may be called by the sponsor(s) or the President with the approval of the sponsor(s). 3. One-half of the total eligible membership shall constitute a quorum. 4. All meetings shall follow a prescribed procedure. 5. All guest speakers must meet prior approval. Article IX Duties by Office 1. The President shall: A. Preside over President's Council B. Represent the school at any community or school function where a representative is needed . C. Call special meeting(s) of the student council as needed with sponsor(s) approval. D. Appoint committees as necessary . E. Vote only in case of a tie. F. Have power to remove any member of an appointed committee with Sponsors' approval. G. Plan agenda with the sponsor(s) approval. 2. The Vice-President shall: A. Assume the President's power in his/her absence. B. Assist the President in carrying out his/her office. C. Be a voting member of the Student Council.

  9. D. Chair Appropriate committees. E. Post and announce meetings. 3. The Secretary shall: A. Take attendance at each meeting. B. Keep a record and agenda of all meetings. C. Be responsible for all correspondence for the Student Council. D. Bring a copy of the Constitution to every meeting. E. Be a voting member of the Student Council. F. Determine unexcused absences of the Student Council members. G. Maintain point system. 4. The Treasurer shall: A. Record all money-making activities, of the Student Council. B. Execute all money matters of the Student Council and keep the necessary records on income and expenditure. C. Be a voting member of the Student Council. D. Read a financial report to the Council monthly. 5. Public Relations Officer shall: A. Be a voting member of the Student Council. B. Serve in the Secretary's absence. C. Create and distribute all flyers, posters and community outreach. D. Ensure that appropriate announcements occur as needed. 6. Historian shall: A. Be a voting member of the Student Council.

  10. C. Maintain scrapbook and take/collect photos of all Student Council activities. D. Serve in the absence of the Public Relations Officer and/or Secretary Article X Duties by Office 1. The Executive Council shall consist of the Student Council officers and the Student Council Sponsor(s). 2. The Executive Council shall take the responsibility: A. To solicit constructive input from the council members. B. To initiate and promote projects. C. To represent the student body to the administration and the community. D. To help at the Black and Gold Banquet. E. To coordinate the election and crowning of the Crandall High School Homecoming Queen. F. T o Support and attend all Student Council activities. 3. The sponsor(s), with the assistance of the Executive Council, will determine eligibility of members, class officers and representatives throughout the school under the standards set forth in Article IV. Article XI Committees 1. Faculty Relations- A. TAFE President will serve as chair unless President fails to accept the nomination. Then, a vote will occur with in the Council. 2. DASH -Chair will be nominated and voted in by the Council. 3. Energy Environment- A. Environmental Club President will serve as chair unless President fails to accept the nomination. Then, a vote will occur with in the Council.

  11. 4. Community Service- A. NHS President will serve as chair unless President fails to accept nomination. Then a vote will occur within the Council. 5.Pride and Patriotism- A. Captain of Cheer or Drum Major will serve as President. If either fails to accept the nomination, then a vote will occur within the council. 6. Each committee will be comprised of a chair and co-chair if deemed necessary . 7. Committee chairs follow same requirements as officers in regards to point system. Article XII Method of Amendment 1. The Constitution may be amended by a committee of the Executive Council, and by a two- thirds vote of all members of the Student Council, with the approval of the sponsor(s) and the principal. 2. An amendment must be presented to the Executive Council one week before a Student Council meeting. The amendment must be in written form. 3. The President shall present pros and cons of the amendment as discussed by the Executive Council to the Student Council, and the amendment shall then be discussed and called to a vote. Article XIII Discipline 1. Due process, according to the Crandall Independent School District's guidelines will be followed. Principals or sponsor(s) may remove or discipline a candidate with state cause through due process. 2. All candidates must read and be willing to abide by the rules, regulations, Constitution and by-laws of the Crandall High School Student Council. 3. Student will be dropped from the Crandall High School Student Council, with the approval of the principal, for truancy or continued violation of school rules.

Disciplinary action will be taken by the sponsor(s) with the approval of the principal for refusal to cooperate with members, officers, or sponsor(s) and refusing to follow the rules, regulations, Constitution and By-Laws of the Crandall High School Student Council. 5. Students may be dropped from the Crandall High School Student Council for misconduct on or off campus with the approval of the principal.
