Message from APEC Energy Ministers(EMM-9, Fukui, Japan 2010) “…а growing number of interested economies are using nuclear power to diversify their energy mix and limit carbon emissions. These economies are reaffirming their international commitment to safety, security and non-proliferation as the fundamental elements for the peaceful use of nuclear energy. Therefore need to assess the emissions reduction potential of nuclear power in APEC…” EMM-9 instructed the EWG “…to consider possible cooperation with other relevant organizations…”
Relevance The proposed project is designed to contribute to the APEC Green Growth agenda to move APEC countries to a clean energy future Power and environmental safety of the region is necessary for stable social and economic development of APEC economies. The nuclear power engineering along with renewed and other environmentally clean energy sources is considered now by APEC as a possible way for satisfaction of power and ecological needs of developing region At the same time, intensive development of nuclear engineering requires the special attention. Thus the international interaction and exchange of experience are important for safe development of nuclear power engineering. Anumberof APEC countries have a unique experience in nuclear technologies and ensuring their safety, in emergency response and assessment of radiation accident consequences. This experience will be useful to all APEC economies in connection with large-scale development of nuclear power engineering
Objectives • To develop international cooperation and to share experience among APEC economies in the field of safe development of nuclear power engineering • To formulate thegeneral approaches and measures to coordinate the efforts of APEC economies aimed at decrease of probability of emergencies and mitigation of their consequences at the facilities of nuclear power engineering and nuclear industry, and measures to response to radiation accidents in APEC
Proposed project’s frame • Stakeholders • Оrganizations and persons, whose activity is connected with use and development of nuclear power engineering in APEC (industries’ experts, representatives of scientific communities, educational institutions, business, public services, regulation authorities, etc.) • Project time-frame – beginning 2012– end 2012 Project Сonference Arrangements Вusinessgame After the Conference • The recommendations will be submitted to representatives of APEC economies through the APEC secretariat • The Conference materials will be accessible on website • The print copies of the proceedings of the Conference will be distributed to the Conference participants and authorized bodies of APEC economies

Expected results Expansion of international cooperation to improve technologies and tools for safe development of nuclear power engineering • Training of skilled personnel and carrying out of joint researches in the field of nuclear technologies • Study of influence of nuclear engineering progress on social and economic development of APEC economies • Exchange of data of environmental and radiation monitoring systems in APEC territoriesand public communications • Improvement of the tools for simulation, optimization of protective actions in case of emergencies, and minimization of negative impact on economic and social aspects of APEC economies from radiation emergencies or events perceived by the public as a radiation emergency The project as a whole is aimed at safe development of low-emission nuclear power
