The workshop includes assessments, assistance, and other activities to promote effective public procurement practices. It also showcases Sigma's planned activities for 2009.

  2. What is Sigma? Sigma • joint EU/OECD Programme • financed principally by EU • implemented by OECD • to assist beneficiaries countries • EU candidates • EU potential candidates • EU neighbourhood

  3. Sigma: partner countries • Originally set up to work with post-communist countries (1992) • Works with • EU Candidates -- Croatia, FYROM, Turkey • Potential Candidates --Albania, BiH, Montenegro, Serbia, Kosovo (under UNSCR 1244) • Neighbourhood Countries (East and South)

  4. Sigma: activities • ASSESSMENTS • Contribution to the EU Regular Reports • an annual assessment looks at developments in the process of aligning legal and institutional structures in areas such as public procurement • ASSISTANCE • Provision of advice, diagnostic reviews, seminars, study visits etc

  5. Sigma: method of working • Practitioner to practitioner • Small short term actions in long term relationship • TA as service, NOT PROJECT • “Just in time” delivery • Procedurally efficient • Ownership driven

  6. Sigma: other public procurement activities Reports on issues of general interest, for example the following studies published in 2007: • Central public procurement structures and capacities, & • Review and remedies systems in EU member states Both can be found at: www.sigmaweb.org

  7. Sigma: planned activities in 2009 Preparation of generic training modules on public procurement for Western Balkan countries and Turkey A study on the practice in EU member states for awarding contracts not subject to the EU Directives
