Overall Development Objective • to increase access to safe water and sanitation facilities in all states throughout Southern Sudan • to build capacity for • sustainable management, • regulation and • expansion of the rural water and sanitation sector
Increasing access to safe water & sanitation facilities in Rural Areas • 500 persons per one water point with access to safe water • Establishing of sanitation facilities • creating about 1200 water points per year to meet MDG by 2015 • Rehabilitating / maintenance of about 700 boreholes per year • Supporting communities around water user association to better organize for effective operation and maintenance of water points and network systems • Construction of latrines in schools, health centers and at public locations in rural areas • Assisting households to acquire sanitation facilities • Hygiene promotion
Capacity building for management • Establishing of logistics • Establishing of warehouses for repair material • Training and job description of MCRD-staff in MCRD • Establishing and rebuilding of technical training institute for the water sector in Amadi • Establishing of data base of all assets throughout the country (water points, toilets, functional, non-functional, etc.) • Finalizing of water policy • Creating of office facilities / moving to renovated administration facilities in Juba • Establishing of water yards / warehouses for spare parts within the States • Creating communication facilities (between MCRD and the water yards) • Establishing of water and sanitation • Availability of basic repair materials / spare parts for water points, e.g. handpumps • Facilitating availability & access for communities to reduce response time for repair works
Challenges • To motivate all NGOs, agencies and other stakeholders to submit information about projects to MCRD in order to incorporate these activities in the National Program of MCRD. It also would ensure for all the States and avoid overlapping of activities • transparency • equality and • better budget planning
...Challenges • Defining responsibilities of cross cutting issues on GoSS level for the rural and urban water sector between Ministry of Housing and MCRD for better budget planning and development in the future • Defining responsibilities in the States in regard to cross cutting issues: MCRD is responsible for rural water supply and sanitation on GoSS-level, while the responsibility within the States is transferred to the Ministry of Housing. Responsibilities should be harmonized and well coordinated in regard to implementation • Clearing ownership of water points and responsibility for repair works / rehabilitation works • Setting up water tariffs and developing subsidizing models for creating and maintenance of water points
...Challenges • To prepare proper job descriptions in order to recruit qualified staff and define the tasks for present staff • To define the structure within MCRD: e.g. management – controlling – implementation or management & controlling The future strategy of MCRD will also have an impact on the number of staff required (e.g. if MCRD decides to implement works it has to be cleared if staff involved in construction activities are occupied throughout the year or if a strategy should be implemented to outsource parts of the works to the private sector • Training facilities have to be established
Improvement of the water and sanitation situation is a driving force for • sustainable development and the eradication of poverty and hunger, • indispensable for human health and welfare and • extremely relevant and important as peace dividend !
