  2. COMPREHENSIVE AGRIC SUPPORT PROGRAM (CASP) • Implemented in all Districts. • 217 projects. • Primarily Livestock rural infrastructure. • Food security – Household food production. • Land reform beneficiaries

  3. LANDCARE • Implemented in all Districts. • 3 Major projects in Bohlabela, Sekhukhune and Capricorn. • Area wide planning concept applied. • Community participation promoted.

  4. Drought Aid • Scheme started April 2005 to March 2006 • Was implemented for livestock farmers only. • Each farmer assisted to feed 30 large stock units to keep the nucleus breeding material. • Subsidy of 90% for Communal farmers, 70% for Commercial farmers. • Fodder and Feed concentrate were supplied.

Overall Constraints and Management Measures • Engineering capacity for infrastructure • 8 new and 15 existing Bursaries allocated for Agric Engineering students to address the shortage of Engineers. • Other options include Interdepartmental resource sharing ( Engineers) –PW, LG&H. • Management capacity on at municipality level as focus service delivery point. • 26 Municipality Managers have been appointed w.e.f 1.02.2006 and Agribusiness Managers w.e.f April 2006

Measures to address the Constraints • Demand Management capacity at district level. • Training of Demand managers on Supply chain management is at 90%. • Term contracts for generic Infrastructure development service providers and materials are developed. Fencing materials available for 2years. • Too many minute projects that over stretch human resource capacity. • Project selection criteria revised e.g Few, high impact projects, Massification.

Monitoring • Overall and per project Business plans are used. • Project cards, project financing code and Database are used to register and record projects. • District Committee select and monitor individual projects. • Senior Management at Provincial level approve projects and monitor performance per district databases. • These projectsform part of the PMI’s of Managers.

Reporting System • District Level – report per project and Database update , monthly • Monthly Reporting to LDA Management on Financials and Non Financials. • LDA Report financials monthly to Provincial Treasury and to National Treasury thru DoA. • LDA report Quarterly on Non financials to DoA.

  11. Summary of Performance • CASP – 217 new projects are implemented, • Categories include Land Reform, Livestock, Crop and Food security projects. Quarterly report attached • Landcare – • Area wide planning piloted and implemented beyond small projects. • 3 major projects in three districts are implemented. • Community participation under EPWP

  12. Drought Assistance • 23 municipalities are participating. • A joint committee of LDA and farmer organizations monitor the drought schemes and status. • 42 distribution points for communal areas with several suppliers. • Commercial farmers deal directly with one supplier

Drought Assistance- Challenges • Limited Fodder supplies in the province during severe drought. • Repeated price fluctuations – fuel, demand, distance from suppliers etc. • Fodder bank concept developed to ensure fodder flow within the province. This includes some irrigation schemes. • Livestock water supplies due to boreholes drying up. • Repairs & sourcing of water supply systems. • Drought VS FMD Movement Control in Mopani, Vhembe & Bohlabela : need for more supplies

  14. CONCLUSION • All grants have been fully spent in 2005/06 • There remains a challenge to enhance technical capacity to implement infrastructure projects. NCOP CDORAPictures.ppt
