Disability Data in Latin America • Region wide effort to improve and standardize disability data in LA • Coordinated by MECOVI - “Programa para el Mejoramiento de las Encuestas y la Medición de Condiciones de Vida”, the Spanish translation for the Program for Improvement of the Surveys of Living Conditions • In Southern Cone, Andes, Central America, and the Caribbean
What is the MECOVI Program? • Regional program of technical assistance for capacity building to improve the household surveys to measure living conditions and poverty in Latin America and the Caribbean • Jointly launched in 1996 by IDB, World Bank and UN-ECLAC • Subsequently supported by other donors: UNDP, Canada, Germany, Sweden, Norway, Denmark, US, Japan, Soros Foundation, etc.
Central America • Individual disability data assessments undertaken by NSOs • Reported at meeting in Managua in August • Mostly low rates of disability • Mainly questions like “do you have a disability?” • Exception is new disability survey released by Nicaragua which had prevalence on questions more based on functions – roughly 11 percent • Presentation about Washington Group
Next Steps • Commission detailed analysis of each country’s data set(s) • Commission paper analyzing reasons behind differences • To what extent a result of methodological differences? • To what extent a result of socio-demographic differences ? • Come up with recommendations for standardizing data collection
What role for Washington Group? • Some Central American countries plan on moving ahead with disability surveys and are interested in being part of pre-test • Methodological papers and sample questions could inform cross-regional study • Other sub-regions of LA following similar plans
