Summary of Proposed Rulemaking • Provide detailed, flexible requirements for the screening of persons, baggage, and personal effects • Remove 33 CFR parts 120 and 128 • Publish list of prohibited items • Add 105 subpart E on Facility Security at Cruise Ship Terminals • Improve security of cruise ships that visit U.S. ports / terminals
Terminal Screening Program • A written program, within its Facility Security Plan, developed for a cruise ship terminal that documents methods used to screen persons, baggage, and carry-on items for the presence of dangerous substance and devices. • Includes: • Screening Supervisor • Screener • Screener training and qualifications UNCLAS/FOUO 3
List of Prohibited Items • Federal/USCG list of prohibited items • - Maintained by USCG in Federal Register as Interpretive Rule • Vessel’s list of prohibited items • - Maintained by vessel’s owner / operator • - Shared with facility on Declaration of Security UNCLAS/FOUO 4
