CLG, Worklessness and Social Enterprise Alun Hughes, Department of Communities and Local Government Social Firms UK Conference Tuesday 14 July
Overview: CLG, Worklessness and Social Enterprise • CLG and Worklessness • Regeneration Framework • Stepping Up to the Challenge • CLG and Social Enterprise • Empowerment Fund • CommunityBuilders • CLG, Worklessness and Social Enterprise… • Future Jobs Fund…
Future Jobs Fund – scope and key criteria • 150,000 jobs • 100,000 for young people • 50,000 in unemployment hotspots • Expect to create at least 10,000 “green jobs” • And we want social enterprises to create at least 15,000 jobs • Strong preference for partnership bids; involving social enterprises and third sector • But we expect majority of bids to be led by LAs, sub-region, city region or other local partnerships
Minimum Criteria • It will create extra jobs, lasting at least 6 months, either for long term unemployed young people or people in unemployment hotspots; • The work done will benefit local communities; and • The work will be under way quickly.
Secondary Criteria • Unit cost to the Fund, in terms of both: • the average cost per job of each bid; and • the extent to which other funding streams are aligned to support the proposal, e.g. Working Neighbourhoods Fund in England and Deprived Areas Fund in Scotland and Wales where available; • The extent to which the job would support an individual’s move into permanent employment, through: • the potential of the job itself to lead to permanent employment; or • the inclusion of accredited training, development opportunities and job search activity within the bid; and • Providing confidence that the jobs will be delivered successfully, e.g. a track record of delivering jobs of this type or support to young people.
The Future Jobs Fund: open for bids • Rolling assessment – but allow at least three months end-to-end. • Government Office can: • Broker • Advise and inform • Support • Jobcentre Plus can: • Advise and inform • Reality check • And you can reach us at future.jobsfund@dwp.gsi.gov.uk
Questions for you • How can social firms take advantage of the opportunities offered by the Future Jobs Fund? • Has your organisation applied to the Fund? If not, why not? • What are you experiences of working with partners -especially local authorities - to develop bids? • What can we do to improve the effectiveness of the FJF to create sustainable jobs?
