FAS Background • FACT - Each year, the federal government sells personal property assets to the public, valued at billions of dollars in original acquisition cost • FACT - Individual agencies use different methods to sell their personal property assets and provide related asset sale information • ASSUMPTION - It is difficult and time consuming for the public to locate and purchase federal personal property assets • HYPOTHESIS - There is an opportunity to improve the asset sales process
FAS Goals and Objectives • Goals • Maximize the value received from the sale of government assets • Provide a single point of entry for citizens to find and purchase government assets • Objectives • Maximize net proceeds from asset sales • Make it easier for citizens and businesses to find and buy government assets • Accelerate asset disposal cycle time • Decrease agencies’ expenses related to asset sales • Improve the personal property sales process
FAS Current Activities • PAST - Service Aggregator Approach • PRESENT - Executive Steering Committee • Explore alternatives • Recommend an overall sales solution • Work with the FAS-PP PMO to implement the solution

Overview of FAS Alternatives Analysis Service Aggregator/VAS Status Quo Service Aggregator Agencies Agencies Public Buyers First Gov Shopping Public Buyers Emarketplaces First Gov Shopping Emarketplaces Live Auctions Live Auctions Service Aggregator: Agencies outsource some or all asset disposition activities to a commercial service aggregator, that determines how to sell assets. All online sales available through first.gov. Status Quo: Agencies sell assets online and offline through their current practices and manage the end-to-end sales process with minor organizational changes made to first.gov Centers of Excellence Centers of Excellence: - Agencies Public Buyers First Gov Shopping Emarketplaces Live Auctions Centers of Excellence: Agencies select centers of excellence that offer a variety of services. All sales available through first.gov. Buyers enter through Emarketplaces, live auction channels or first.gov Value Added Services: Services agencies can acquire to support their sales process. Not on first.gov.
FAS Implementation Milestones • OMB FAS Milestones to Agency CIO's: • Designate an agency representative to participate with the FAS team: Q4 2005 • Report existing personal property reuse and disposal processes: Q4 2005 • Consolidate/migrate personal property reuse and disposal process to FAS: Q2 2006 • Shut down redundant systems: Q4 2006 • OMB will measure agency participation in FAS – Agency Scorecard
