In-sourcing – Taxpayer Perspective • President Obama said in his inaugural address that the issue is not whether gov’t should be larger or smaller but whether it can work better for the American people - Agree • 6 Apr 09, SecDef announced the Department would scale back the role of contractors in support services - Role?? • 8 Apr 09, Comptroller realigned resources to decrease contract support by 33.4K positions via RMD 802 - quota?? • Perspective is lost, impetus driven by a number/quota/goal
In-sourcing Implementation • DepSecDef Implementation memo, 28 May 09 • Inherently Gov’t (IG) - Agree • Personal services or contract admin - Agree • Contracted services that can be performed more cost effectively - Definitely Agree • Prioritizing In-sourcing • Valid and enduring definition defies attributes of a contractor providing as and when required • IG, Exempted Functions, Unauthorized Personal Services, Problems with Contract Admin • No cost analysis for above
