Implementation Status • E.O. 420 already published in 2 newspapers of general circulation • Draft guidelines implementing EO 420 • now being prepared; draft outline as presented by NSO already reviewed/approved by TWG last May 3, 2005 • GSIS and SSS biometrics data matching • to clean up members data bases already arranged to jumpstart use of CRN

ImplementationStatus • Met with CSC chairman, DBM secretary and agreed to phase in CSC Personnel Information System (CSC-PIS) with EO 420 thru the use of CRN as a unique identifier for government personnel • 5. Draft NEDA memo order creating a National Task Force to Implement the Unified ID System in Government (NTF-UIDS) sent to proposed members for review/consideration

  6. ImplementationStatus • Prepared EO 420 Primer and published in NEDA Web portal/distributed to major newspapers • 7. Created “Updates on EO 420” pagein NEDA Web portal, which includes a copy of EO 420; the DG’s powerpoint presentation on the EO; copy of EO 420 primer; and latest updates/developments on the implementation of the EO

  8. ImplementationStatus • Made exploratory talks with PhilHealth on the possible phasing in of the Unified ID System per EO 420,with the PhilHealth ID card system,including possible use of PhilHealth’s extensive network infrastructure

  9. Petitions Filed with the SC 1. Two (2) complaints have been filed with the Supreme Court against E.O. 420: (a) filed by the KMU and NAFLU-KMU received May 11, 2005 (b) filed by Bayan Muna, received May 24, 2005 2. Dir. Abrenilla, AD Reyes and Atty. Dacayo met with the OSG; background documents/information, rationale, key features of EO 420 already supplied to the OSG.

  10. Status of Petitions Filed with the SC • The SC is expected to consolidate the two complaints and issue an order requesting comments on the complaints • The SolGen will submit the government’s response 10 days after receipt of the SC order
