A Climate Change HDR:Update from Croatia COP Meeting Bratislava May 20, 2008
Overview • Why a climate change HDR? • The report process • Key messages and findings to date • Using the HDR to influence policy • Lessons Learned
Why a Climate Change HDR? • Follows from the UNDP Global HDR
Why Croatia? • Varied economy • Vulnerable to climate change • Strong research community • Good relationship with government • Public interest • At a “crossroads”
Climate Change and HD Issues • Economic sectors are dependent on natural resources; low income = more vulnerable • Tourism, agriculture • Adverse human effects • Natural disasters, climate-related morbidity/mortality • Root causes (and potential solutions) to many environmental problems have a climate dimension • Land degradation, air pollution, lack of sustainable energy
The HDR Process, 1 of 2 • Stakeholder consultation • Interviews • Project development workshop • Finding a focus • For the report • For the work to be done • Assembling the team • International consultants • National experts • Project staff • Advisory Board (Stakeholders)
The HDR Process, 2 of 2 • NOW: Conducting research • Cost estimates for vulnerability and adaptation • Public opinion survey • Institutional assessment • NEXT: Meeting to discuss findings • Present work to date • Discuss policy options
Key Messages • Climate change can have a serious impact on HD in Croatia • There are ways to address climate change that cost little or nothing • These options can also support other policy objectives
Partnerships • In government • Ministry of Environment • Meteorological Service • Others • WHO • SEE forum • ??
The NHDR as a Policy Tool • Changing the way stakeholders interact • Changing the way policy-makers think about climate change • Launching a “national conversation” • Providing practical recommendations • Linkages for national programs
Lessons to Date • Early stakeholder involvement is crucial • Experts in certain fields may be more difficult to find than for an average HDR • Need to distinguish between an HDR and the National Communications to the UNFCCC • Need to establish realistic expectations for research within the HDR process • A high degree of consensus among stakeholders is very helpful
