INTRODUCTION The Niue Integrated Strategic Action Plan (NISP) has a component on Environment Management which will encompass management of waste The Department of Environment has been given the responsibility to manage waste issues formerly managed by the Department of Health
INTRODUCTION • The Niue Waste Management Action Plan (NWMP) was recently reviewed with the assistance of SPREP, Dr Frank Griffin and National Stakeholders in a National Workshop • Findings were that Priorities had changed since the NWMP was developed in 2000 including responsibilities of agencies
ISSUES OF NWMP & STATUS • PUBLIC CONSULTATION • Community input is vital for the success of the plan, they are the custodians of their environment. Without their input little will be achieved • WASTE STREAM ANALYSIS - Identifies the type & volume produced • WASTE GENERATION ASSUMPTIONS - The data from the waste stream analysis has allowed assumptions to be made on the annual waste generation
ISSUES OF NWMP & STATUS • SOLID WASTE Domestic waste is the major solid waste category followed by Commercial & Industrial waste • WASTE DISPOSAL FACILITIES - The current waste disposal facility is an open dump and requires improvement. The fill up rate of the dump is quite high due to proper system not in place
ISSUES OF NWMP & STATUS • HAZARDOUS WASTE - Used chemicals, hospital waste, batteries, waste oils is minimal but needs to be addressed • LIQUID WASTE/WASTE WATER - Consist mainly of septic wastes. Types of septic tanks and toilets are an issue as unsealed may cause affect on water lens • WATER QUALITY MONITORING • A regular bacterial and chemical sampling is essential to ensure good quality water is available for the Public/Community
ISSUES OF NWMP & STATUS • AWARENESS AND EDUCATION • Both Formal & Non Formal education conducted currently on National Radio • Most issues have a component of ed & awareness and need to be compiled in one section • WASTE MANAGEMENT LEGISLATION - Not yet developed though can be establish Regulation under the Environment Act 2003
ISSUES OF NWMP & STATUS • RESOURCES • Commitment of Resources is essential to achieve sustainable outcomes • Funding from Government and Aid Donors will allow good waste practices to be developed • It is important that the Government will require ongoing commitment
ISSUES OF NWMP & STATUS • FUTURE DEVELOPMENT - Proposed should undergo EIAs considering all issues, ie physical, social & economical • REVIEW - The NWMP will be reviewed every 2 years
PRIORITY ISSUE • ASBESTOS • Currently there is a large amount of asbestos stockpiled close to a Residential area and needs to be properly disposed • There a 3 options of disposal recommended by a NZ & SPREP Report • Send overseas • Bury on Island • Dispose in sea
RECOMMENDATION • That an option be identified soon as asbestos can be a major hazard the longer it is exposed to the elements • That Funding be secured to meet the costs of the disposal of the asbestos & removal of asbestos left on occupied & unoccupied houses
PRIORITY ISSUE • TRANSFER STATION • The establishment of a Transfer Station will help sort rubbish before disposing to the Landfill • It is envisaged that this area will be a centralised area to sort all rubbish including Recycling
RECOMMENDATION • That Funding be secured to establish the Transfer Station • That a Plan be developed for the Transfer Station and other sections of this establishment
PRIORITY ISSUE • LAND FILL • There is need to establish a proper Land Fill and constant monitoring of Facility is needed • Current method of disposal to the Landfill is not sustainable and costs for machinery to push the rubbish back is high
RECOMMENDATIONS • Explore opportunity to establish a appropriate Landfill System, such as the Fukuoka Method & others • Seek Funding to establish this Facility • Encourage Government to invest in a Facility to properly dispose waste on the Island
OTHERS • ENVIRONMENTAL EDUCATION • LEGISLATION PLEASE NOTE : ISSUES ARE ALL CONCERNS THOUGH WE NEED TO PRIORITISE SO THESE CAN BE ACHIEVABLE
