Highlight of Current Activities (1) • TIA is ISO TC204 Secretariat • Continues strong activity in WG16 on Wide Area Communications (CALM, WAVE, IntelliDrive) • Is still Administrator of US TAG and WAG 16 • TIA also supports Engineering Committee TR-48, Vehicular Telematics • www.tiaonline.org/standards/committees/committee.cfm?comm=tr-48 • WG16 • Invested considerable effort in Architecture standards (especially 21217), CALM Media development (13 active items, 3 on ballot), and CALM Networking draft (21210) • Published Application Management standard (24101-1)

  3. Highlight of Current Activities (2) • IEEE 1609 DSRC WG (Sponsor: IEEE Vehicular Technology Society) • Circulated draft schedule for 1609. Plans to publish all standards by next October • IEEE 802.11p WAVE TG (Sponsor: IEEE LANMAN Standards Committee) • Expect to start IEEE Sponsor Ballot next September, publish mid 2010

Strategic Direction (1) • Electric Vehicles (EVs) are becoming an important focus of U.S. government attention • $8.5 billion in loans from U.S. government to Ford, Nissan, and Tesla Motors to develop EVs • EVs will evolve rapidly in the next 5 years • Substantial standards work underway in SAE and ISO TC22 for connection of EVs to the power grid • ISO TC204 exploring communications standards for EVs

  5. Strategic Direction (2) • Spectrum reallocation underway in U.S., Europe, Japan • Broadcasters, mobile providers, emergency responders, and industry organizations are providing input to governments • TIA is providing input so that there is room for future vehicle communications technology

  6. Challenges (1) • ISO TC204/WG16 • Many parallel standardization efforts worldwide • The same working experts spread across several standardization bodies – insufficient resources • Important work items delayed

Challenges (2) • IEEE 1609 WG • Coordination across multiple interests, manufacturers, ITS radio band allocations worldwide, standardization activities • Insufficient number of ITS-equipped vehicles on the road to stress test radio performance, whereas simulations are possible but require a large amount of computing capability • Certification and interoperability – testing radios, verifying claims of conformity, and establishing a uniform national practice for specifying and buying radios and components • Need for description of methods to meet requirements for secure messages, that messages do not disclose identity of sender or that it comes from a single origin

  8. Challenges (3) • IEEE 802.11p TG • Overcoming procedural delays in completing standard • Must coordinate with other groups, especially IEEE 1609 and the rest of IEEE 802.11

Next Steps/Actions (1) • TC204/WG16 • Deliver a proper Architecture (21217) and Networking (21210) standard for CALM and complete the set of media used (SWG 16.1’s items) • IEEE 1609 DSRC WG • Develop drafts; work through resources, coordination, security, certification, and testing; and get consensus to go to sponsor ballot

Next Steps/Actions (2) • IEEE 802.11p WAVE TG • Address comments from current WG ballot and proceed to sponsor ballot before approval • General • Increase focus and coordination on EV-related Standards • Continue progress toward common architecture and agenda-sharing among relevant groups • Continue to monitor and provide input in use of 5.9 GHz spectrum

TC204/WG16 Activities (1) • SWG16.0 (Architecture) • 21217: Additional work needed to prepare DIS because of the extent of the changes in the draft • 24102: Currently on DIS ballot  • SWG16.1 (CALM Media) • 11915: Item was deleted as requested by WG16. There was no further need for this item dealing with the bearer 802.11 • WG16 has intensive CALM media development activity. We have 3 items on ballot and several in preparation • WG16 has 13 active items in this sub-working group. This SWG has the largest number of work items

  13. TC204/WG16 Activities (2) • SWG16.2 (CALM Networking) • 21210: Item currently under internal review. Re-DIS ballot will be initiated after the review  • SWG16.3 (Probe Data) • 24100, 25114 and 29284: Ready to be sent to the next stage’s ballot  • SWG16.4 (Application Management) • 24101-1: Published standard  • SWG16.5 (Emergency Communication) • 24978: Joint ISO/CEN item. The FDIS ballot will end on 21 July 2009 • SWG16.6 (Non-IP Networking) • 29281: Draft ready to be sent to DIS ballot

  14. TC204/WG16 Activities (3) • SWG16.7 (Lawful Interception Security) • 11766, 11769: Lawful interception and data retention issues are discussed in these work items. Important development work has recently taken place • 13181-1, 13181-2, 13181-3, 13181-4: These are new proposals that are already registered by ISO  • WG16’s goal is to deliver ASAP a proper Architecture (21217) and Networking (21210) standard for CALM and complete the set of media used (SWG 16.1’s items)

IEEE 1609 WG Activities (2) • In 2006 and 2007, IEEE 1609 WG published four trial-use standards that have a two-year review cycle to obtain industry feedback during proof of concept demonstrations, prototype radio development, testing, and use. Each of the four are currently under revisions for "full-use" or a five-year review cycle • IEEE 1609 WG reaffirmed a legacy standard, IEEE Standard 1455-1999(2006), IEEE Standard for Message Sets for Vehicular/Roadside Communications • IEEE Standard 1609.1, Resource Manager, will have a change in scope and title to include requirements for capability devices (outside vehicle) for situational awareness, such as sensors (ice/wet bridge), deployable “alerts” (flashing cones), non-motorized vehicles (bicycle), with limited source power, low RF output, and low cost with minimum security  

  17. IEEE 1609 WG Activities (3) • IEEE Standard 1609.11, Over-the-air Data Exchange Protocol for Interoperability - EFT, is addressing the need for common over-the-air 5.9 GHz wireless communication protocol for electronic funds transfer, and is one of the standards that is intended to support the ITS JPO interoperability objectives. It describes uniform over-the-air protocols for data exchange when using 5.9 GHz radio. The project references ISO standards and has been coordinated with ETSI TC-ITS. Additional over-the-air protocol standards may be considered

  18. IEEE 802.11p TG Activities • Complete internal IEEE 802.11 balloting, must have no changes after ballot before going to IEEE-wide Sponsor Ballot • Contents of draft are dependent on the order of completion of drafts from other Task Groups and as a result, schedule changes in one can impact the other • A seeming delay of two months in going to Sponsor Ballot could actually cause up to a six-month delay due to need to coordinate with these other groups and the timing cycle of ballots within IEEE

TIA Committee TR-48 supports vehicular telematics standards development TR-48 works with other groups such as IEEE P1609, ISO/TC204/WG17, ITSA NATWG, SAE J2735, etc., to ensure work items are not duplicative Activities: Emergency information delivery Wireless roadside inspection Plans: Adopt international standards for the US industry, e.g., ISO 24978 (ITS safety and emergency messages using any available wireless media - Data registry procedures) TR-48 Current Activities and Plans 19 Geneva, 13-16 July 2009
