Evaluation Standards • for PKO Participation • Clarity of the mandate which will be endowed to the PKO mission & its probability of success • Maintenance of impartiality & neutrality in PKO activities. • Truce agreement among the nations involved in the Conflicts • An agreement regarding the Dispatch of PKF among the nations with conflict & their level of cooperation. • Appropriateness of ROE (such as limitation on using forces, etc,.) • Establishment of the Chain of Command & directives to the PKF
Evaluation Standards • for PKO Participation(Cont’) • Hindrance to the security of the Korean Peninsula due to the unit type & the size of the dispatch • Unit availability & expense requirement for the dispatch • Force protection threats to the unit when it is dispatched • Public support & justification as a Peacekeeper • Contribution to the national interests & diplomacy promotion • Contribution to the globalization of the ROK military forces

Training of Dispatching Units • Training Institution • The Joint Staff College : Officers Training • Assigned Command : Unit Training • Institution : General Training • Training Period : 5 ~ 7 weeks • Training Focal Points • Conduct physical fitness training & develop mental toughness (Loyalty to the Nation, Responsibility, Spirit of the Soldier) • Foster on-site adapting ability (Culture, Customs, Local Conditions) • Master the tactical training focused on the on-site OPN’al tasks
Foundation of PKO Activities • Establish the OPN’al Environment through Friendship activities • Respect the local population/Conduct periodical visits & cooperation • Attempt to learn the local language/ strengthening friendly activities • Resolve personal hardships & the local requirements • ※ Create a foundation for the combined OPN’al of Civil • GOV • Mil • Prevent Any Non-Combat Loss (Accident & Endemic Disease) • Disqualify people who fail the health exam & aptitude test • Conduct physical fitness training & vaccinations before dispatch • Conduct periodical health exams & safety training Sessions • All personnel take prophylactic medicine under the CMND’ers control • Conduct a pre-analysis of the weather & terrain / Control unit movement
Main PKO Activities after Dispatch • Operational Activities • Confiscating illegal weapons : 424 weapons/3,738 ammunitions • Securing Key Points/Conducting Mounted & Dismounted Patrols : PKF HQ & 4 Sub-districts • Supporting the Return of Refugees : approximately 2,140 refugees • Friendship Activities • Conducting Taekwondo/Soccer/Computer classes ※ Distributed 20 computers to the local church • Providing Medical Treatment for the local residents : Approximately 5,500 people (Emergency Surgery, AME : 17 times) • Fixing farming tools/ Conducting Friendship activities (sports, cultural activities, etc,.) • Rebuilding Support • Improving living conditions (Introducing the Saemaeul “New Village” Movement) • Supporting the restoration of flood damage : Road (1750m), Bridge (1locations) • Providing relief goods : 190,579 EA
Outcome / Local Response • Outcome • Established the most stable security in East Timor / Maintained a friendly relationship with the local residents • ※ No accidents or illness during the operation • Local Response • Local Residents : “King of INTERFET”, “Street of Friend Korea” • PKF HQ : Selected as a model for New Concept for Security Maintenance • ETDF : Selected Taekwondo for Training
