  4. Mi-Project • A program to procure projects under $3 million • All projects will be fixed price, based on deliverables and/or service levels • Mi-Project replaces the current MVP program • Existing MVP contracts will expire at their contracted end date

  5. Program Specifics • Contracts will be for a maximum of 36 months with no extensions • Maintenance services for the life cycle of a solution will be included as an option beyond 36 months • Optional product procurement

  6. Company Role • Register: • www.michigan.gov/miproject • Officially registered as a Mi-Project vendor upon receipt of state notification • Accept state terms and conditions • Submit required certifications & representations • Complete self-certification section

Mi-Project Registration Form and Program Prerequisites • Bidders may submit one proposal for each posted Statement of Work. • Vendors must certify that they have three years experience in providing IT services in small to medium IT projects. • All bids are deliverable based, and all proposals are fixed, firm price. • Bids will be posted on the DMB Web site located at http://www.michigan.gov/doingbusiness/0,1607,7-146-6572---,00.html , only registered vendors may apply. • Bids will be posted on the DMB Web for 10-15 business days. All bids will be due to DMB at 3:00 pm on the posted due date. There will be a question and answer period, as well as the possibility of Pre-bid conference or Oral Presentations. • Vendors will have the right to appeal all decisions. The timeframe will be five (5) days from date of award. • Contracts will be for a maximum of thirty-six (36) months, no extensions, and a maximum dollar amount of $3,000,000.00. Maintenance services should be included for the life cycle of the solution.

  8. Mi-Project Registration Form and Program Prerequisites - Continued • Form DMB-285 will not be required. Bids should include a signed cover letter with bidder's company name, vendor ID number, and ITB number. Envelopes must have this information clearly marked on the outside. • Vendors must agree to all terms and conditions as revealed in the sample available on the DMB Web site, no exceptions will be allowed. • Vendors must complete the Certifications and Representations document and return to DMB with the registration form. • If an award is made, your company must submit a current Certificate of Insurance to DMB Purchasing Operations prior to the start date of the contract. • By signing this registration form, • I request that my company is included in the MI- Project program • I certify that I have read and agree to the above terms of the program: • I am authorized by my company to enter into this agreement. Company Role • Check the Web site for bids • www.michigan.gov/miproject • Bid • Bidders may submit only one proposal per bid posting • All proposals are fixed, firm price for a specific set of deliverables and/or service levels • Bids over $1 million: if not a small business, bid must include 10% small business participation

State’s Role • Bids will be posted on the Web for 10-15 working days • Q & A will be inclusive of the 15 days • Possible pre-bid conference • Turnaround from receipt of proposals to selection is 15 days • Possible oral presentations • Decision criteria will be around qualifications, deliverables, solution, total fixed price and best value – proposal quality is the first consideration
