Energy, environment and sustainable development Environment:Million EUROSustainable management and quality of water 254 • Global change, climate and biodiversity 301 • Sustainable marine ecosystems 170 • The city of tomorrow and cultural heritage 170 Energy: • Cleaner energy systems, including renewables 479 • Economic and efficient energy 547 Activities of a Generic Nature: • Fight against natural and technological hazards; and socio-economic aspects of environmental change

  4. Criteria Economic development and S&T prospects • Growth • Competitiveness • Technological prospects Social objectives • Employment • Health, quality of life • Environment European added value • Critical mass • EU policies, problems, standards • Complementary skills • relevant research to achieve clear objectives

  5. The overall goal is to support sustainable economic development and competitiveness, improved urban management and integrated planning policy, and help safeguard and improve the quality of life and cultural identity of citizens

  6. Approach • Socio-economic, environmental and technological including the development, integration, and demonstration of technologies, tools and methodologies to improve forecasting, monitoring and assessment and establishing best practice • Emphasis on increasing citizen and stakeholder participation in urban decision making and helping ensure the availability of reliable, efficient and affordable services for all urban citizens, including those with special needs

  7. 4 themes 4.1Sustainable city planning and rational resource management 4.2Protection, conservation and enhancement of European cultural heritage 4.3Development and demonstration of technologies for safe, economic, clean, effective and sustainable preservation, recovery, renovation, construction, dismantling and demolition of the built environment, in particular for large groups of buildings 4.4 Comparative assessment and cost effective implementation of strategies for sustainable transport systems in an urban environment

  8. 4.2 Protection, conservation and enhancement of European cultural heritage 4.2.1 Improved damage assessment on cultural heritagebetter prediction and prevention of environmental damage to cultural heritage and identification of pollution threshold levels (2nd call) 4.2.2 Development of innovative conservation strategies tools for the sustainable management of cultural heritage(1st – networks & concerted actions only; 2nd) 4.2.3 Foster integration of cultural heritage in the urban settingtools, methodologies and models to assist the decision making for sustainable exploitation and integration of cultural heritage in the urban development context (2nd)

  9. 4.2.1. Improved damage assessments on cultural heritage The target is to better predict and prevent environmental damage to cultural heritage and identify pollution threshold levels. Assessment of the chemical, physical and biological impact of urban multipollutants on movable and immovable cultural heritage, including the effects of particles and gases such as O3, N and S compounds and their synergistic effects as proposed by the EC Directives on urban air quality. Assessment of the effects of microclimate and indoor and outdoor pollutant deposition on historic buildings, museums, libraries, galleries and archives

  10. 4.2.2. Development of innovative conservation strategies The target is to develop tools for the sustainable management of cultural heritage. Preventive conservation strategies for indoor and outdoor cultural assets. New conservation products, methods and technologies compared to existing alternatives. Treatments’ reversibility and their non-destructive characteristics, the interaction between old and new conservation materials and methods on structural or on surface interventions. Environmental control systems (air conditioning, showcases), as well as building design methodologies and models for an integrative protection of cultural heritage. Demonstration of conservation and restoration strategies for historic buildings. Cost/benefit, life cycle and environmental impact analysis to assess strategies for the protection of cultural heritage, compared to accepted norms such as international charters (Athens, Venice)

  11. 4.2.3. Foster integration of cultural heritage in the urban setting The target is to develop tools, methodologies and models to assist the decision making for sustainable exploitation and integration of cultural heritage in the urban development context, consistent with its protection conservation and access. Identification and characterisation of technological and natural hazards relevant to cultural heritage, complemented by risk assessments and management methods and tools for mitigating the consequences, improving the safety of historic buildings, objects and people, and developing the scientific basis needed for the inclusion of cultural heritage protection in safety regulations. Tourism and sustainable exploitation and conservation of cultural heritage, including its protection against vandalism and civil disturbance. Assessment and mitigation of risks related to the use of antifraud devices and to the transport of cultural heritage.

Protection, conservation and enhancement of Cultural Heritage Anticipated Deliverables : Tools to better predict and prevent environmental damage to cultural heritage and identify pollution threshold levels; best practices for the sustainable protection, conservation and management of cultural heritage, including their secure exchange and access for citizens and its integration within the urban context.

  18. Protection, conservation and enhancement of Cultural Heritage ObjectiveTo identify and assess the damage of cultural heritage with particular emphasis on solutions and evaluationsof its movableimmovable protectionconservationenhancementaccessibility

  19. How to reach the objectives? • Understanding causes, consequences and mechanisms of deterioration of all cultural heritage materials • Developing and validating appropriate technologies and methods • Assessing the effects of urban environment, the effects of the use of technologies and mass tourism

  20. Overall Research Background(*) Immovable cultural assetsHistorical buildings and monuments in brick masonry, wood, stone (marble, limestone, granite, etc.) Movable cultural assetsBronze sculpture, silver collections, ancient books (leather and paper), frescoes and mosaïques, prehistorical objects (bone, metal), paintings Evaluation of damage surface(air pollution, salts, biodeterioration, visitors, microclimate) structure(microclimate, seisms, traffic vibration, etc.) Evaluation of damage(air pollution, biodeterioration, visitors, air conditioning-heating systems, insects pests, etc.) Cost/benefitanalysis of Cultural Heritage protection Protection and Conservation strategies surface(biocides, salt compatibility, water repellent) structure(reinforcing and remedial techniques) Conservation and protection strategies(coatings, showcases, sensors, etc.) (*)provided from about 70 RTD projects already funded

  21. Evolution • in the content, in the focuses of the research • in the approaches of the research • in the structure of the research teams

  22. How to participate in the Programme? • Shared Cost Actions • Coordination actions (concerted actions/thematic networks) • Actions to stimulate SMEs participation in RTD • Accompanying measures (workshops, Advanced Study Courses) • Fellowships

  35. What makes a good proposal ? • Meeting criteria • Realistic yet ambitious workprogrammes • Clear timescale, deliverables, milestones • Involve stakeholders

  36. City of Tomorrow and Cultural HeritageSummary of 1st call 1999 • Available Budget : + 17 000 000€ • Very good response • 137 proposals (requesting 180 000 000€) • 21 “GO” proposals (requesting 21 773 000€ , of which 18% destined for SMEs), good coverage of MS and candidate countries)

  37. City of Tomorrow and Cultural Heritage“No Go” ANALYSIS

  38. Messages for potential proposers based on experience of the first evaluation • Present the objectives and the potential results in the context of the work programme. Explain why the proposed approach is the best way of meeting the objectives. Describe the methodology showing how the results would be obtained. Justify claims for socio-economic impacts. • All levels (researchers, end users, public authorities etc.) of stakeholders should be involved in the research. • The state of the art must be described (a description is of much more value than a list of references!). • The approach to be followed must be sufficient to convince the evaluators of its credibility • Ask somebody not involved to critically evaluate the draft proposal.

  39. Calls for Proposals 1st call Opening: 20 March 1999 Closing:15 June 1999 4.2.2 Development of innovative conservation strategies (ONLY FOR THEMATIC NETWORKS and CONCERTED ACTIONS) 2nd call Opening: 15 November 1999 Closing: 15 February 2000 4.2.1 Improved damage assessments on cultural heritage 4.2.2 Development of innovative conservation strategies 4.2.3Foster integration of cultural heritage in the urban setting
