  1. ACTIVITIES OF THE CITY OF KATOWICE FOR THE BENEFIT OF THE ELDERLY

  2. Demographic data • In2013 in Katowice 68 424 citizens out of 304 362, reached old age, which constitutes 22,5 % of all citizens. The statistical data indicate an increasing number of elderly people in the course of years. • The population of people aged 70 and more also increases.

  3. Activities of Katowice for the benefit of elderly people: • Bearing in mind the needs of the elderly, the city of Katowice undertakes different activities aiming at activation and improvement of psycho-physical condition of the elderly, among them: • „ Active Seniors” Programme • Senior Clubs • City support programme for families with children - „Grandma, grandpa and me in Katowice” • Programme „City Emergency Alert System” • Programme of influenza prevention – „Sunny Autumn” • Coffee for seniors • A network of daytime nursing homes, • Support group programme „Joy of life - I can do everything ” • Programme „Sunflower –voluntary service for the elderly and handicapped” • „Safe harbour”- preventive-educational programme

  4. „ Active Seniors” Programme • „Active Seniors” Programme – a programme of benefits for the elderly, encouraging them to make use of cultural and sports offer of the city as well as various services.Each senior, who will come to the consultation office in Katowice, 3-go Maja 11 street receives a card which entitles them to participate in the programme. • Apart from cultural and sports institutions, also private partners get invloved in the Programme, among them: medical and dentist centres, hairdresser’s and beauty salons, guest houses, bookshops, cinemas, concert hall, restaurants and a lot more. • In 2014 2907 Katowice senior citizens received programme cards, 80 agrrements were signed with private partners. • The total costs of „Active Seniors” programme implementation amount to 30 694,25 zł. • The programme has its own website: www.aktywni-seniorzy.info; tags informing about the participation in the programme are placed in the premises of partner institutions. Information on the programme is also distributed by means of posters and handouts as well as by media.

Senior Clubs in Katowice • Senior Clubs in Katowice provide wide cultural and recreational offer combined with friendly atmosphere, thanks to which elderly citizens can be in good physical and mental health. • The offer of clubs includes.: going to concerts, cinema, theatre, specialist medical and legal consultations, workshops, lectures and meetings with well known people. Activation classes are also conducted in Nordic walking, swimming, physical exercise adjusted to health condition and age. • Senior clubs function in the following districts of Katowice: Ligota, Witosa, Koszutka, Śródmieście, Panewniki. The number of people who made use of clubs’ services amounts to app. 414. • The costs related to the functioning of the clubs in 2014 amounted to 87 655,61 zł.

  7. City support programme for families with children – „Grandma, grandpa and me in Katowice” • This programme is addressed to grandparents and their grandchildren, including grandmas and grandpas playing the role of foster families, taking care of grandchildren of different ages and on different stages of psychophysical development. • Membership card, which entitles citizens to make use of the programme, is awarded by district units of Social Assistance Centre as well as by Social Policy Department of the City Council. • In the framework of the programme grandparents with their grandchildren can benefit from free consultation with psychologist, free/discount entrance to: swimming pool, ice-skating rink, theatre performance for kids, museum, playrooms or Fun Fair. • From the begining of the programme - July 2009 -1484 cards were awarded. • The programme contributes to strengthening ties and solidarity between generations.

  9. „City Emergency Alert System” Programme • The system is dedicated to the elderly and handicapped persons, who are not always able to communicate with the dispatch operator receiving an emergency call and provide the information over the phone, necessary to help in danger. • The system requires from its user to have a mobile phone or land line phone with buttons, where the emergency number can be programmed. In case of emergency, one has to press the button and the dispatch operator in the Voivodship Emergency Centre receives information on the necessity of bringing help as well as personal data of the caller. • In order to register in the database of the Emergency Alert System, one has to fill in a questionnaire (also available in the Social Assistance Centre and in the office of Mayor’s Plenipotentiary for the Handicapped Persons), and submit it in the administrative office of Katowice City Council located in Rynek 1 street, in the working hours of the council and send by post. • The number of received calls from users registered in the database, in 2014 amounted to 258. • I quarter 2015 – 88 calls

Programme of influenza prevention – „Sunny Autumn” • It is an action of free vaccinations against flu for people older than 65, financed by the city of Katowice – it is conducted every autumn since 2014. • In 2014 2236 elderly citizens were protected from flu, including 186 persons older than 65, residing in daytime nursing homes and long-term medical centres from the territory of Katowice. • The cost of action in 2014: 75 434,00 zł.

Coffee for seniors • The action „Coffee for seniors” is addressed to the elderly citizens who live in Katowice, facilitating recreation in friendly atmosphere, while having coffee and tea for a penny. We invite for coffee to: • - Natura Art Club, Katowice, ul. Mieleckiego , • - „Akwarium” restaurant, Katowice, ul. Jana III Sobieskiego 11

Cooperation of Katowice with non-governmental organisations in implementation of projects addressed to elderly citizens: • The city of Katowice announces open competitions of offers addressed to NGOs , for the support of tasks including those dedicated to senior citizens. Most interesting projects: • 1. „Healthy and active senior” – implemented by the Foundation „Bażantowo” located in Katowice, addressed to the citizens of Katowice older than 60. 100 people makes use of the programme in the course of one year. Different types of activities are conducted: physical exercise adjusted to health condition, total body condition exercises, fitness in the swimming pool, nordic walking, tennis. Pro-health education is promoted concerning healthy nutrition and appropriate diet. Additionally, cultural events are organised, such as art openings, lectures and other gatherings in order to integrate kids and the elderly, for strengthening the ties and building relationships in the family. Contracts signed for the implementation of this task in 2015 amounted to 40 672,00 zł.

  13. Cooperation of Katowice with non-governmental organisations in implementation of projects addressed to elderly citizens: • 2. Senior club managed by Śląskie Stowarzyszenie Alzheimerowskie, ul, Ks. Wilczewskiego 5. The possibility of spending time in newly redecorated building, the possibility of consulting specialists in medicine and rehabilitation, exercises with the use of new rehabilitation equipment, mutual help and exchange of experience. • Number of people 10, • amount of subsidy 12 000,00 zł • 3. Śląska Fundacja Obywatelska LEX CIVIS, ul. Kossutha 11. In the framework of this task following activities are conducted: thematic meetings, eg. photographic and computer workshops, going to cultural events, team building trips, possibilities to spend time together. • Number of people 30.amount of subsidy 18 000,00 zł • 4. Recreational-sports club TKKF CZARNI, ul. Gościnna 7a, • Conducting recreational activities, health education, pro-health and thematic meetings (exercises in the swimming pool and in the gym). • Number of people 40, • amount of subsidy 12 000,00 zł.

  14. Network of daytime Nursing Homes: A network of nine Daytime Nursing Homes has been established in Katowice. These are local support centres dedicated to lonely persons or individuals in families, who require assistance due to old age, illness or other reasons, but it cannot be provided by their families. Functioning of Daytime Nursing Homes inscribes into the strategic goals related to the support of elderly and handicapped citizens, namely: - making them stay in their home place, - providing assistance, - promoting active and healthy lifestyle. Daytime Nursing Homes can provide full board stay for 427 persons and provide take away meals for 262 . Expenses for this purpose amounted 4 066 313,27 zł

  15. The network of Daytime Nursing Homes: • Types of services provided in Daytime Nursing Homes: • - stay from 8.00 until 16.00, from Monday to Friday with breakfast and dinner, • - Take away meals for persons who are not fully mobile (these persons are also assisted by a caretaker), • - Hygienic services (shower and laundry), • - Providing help with basic activities, taking care of personal and official matters, • - Increasing mobility and activation, • - Assistance in satisfying health needs (help in contacting medical centres and buying medicines), • - Supportive measures (psychological help, recreation, developing contacts with family and environment).

  16. Support group programme „Joy of life – I can do everything” • The main aim of the programme is to improve the quality and the standard of living of elderly people for decent ageing through activity and increasing health consciousness as well as healthy lifestyle, gaining new knowledge and supplementing the information on healthy diet, rehabilitation, appropriate rest etc. • the offer of activities is very diverse, including: • - thematic meetings, taking place one a month on; diet, rehabilitation, safety, painting, tourism, music, Third Age University, geriatrics etc., • - working out the habit of physical activity eg. by means of Nordic Walking, • - artistic workshops, handcraft, going to the cinema and theatre, • - meetings in subgroups in TPPS NR, where the participants can learn how to use a mobile phone, computer, cash machine, package machine and ticket machine etc., which is very popular among the participants, • - presenting interesting places in Poland and abroad – eg. Greece and Ibiza, Holy Land, Norway, Italy. Apart from the basic information on a given location, pictures were presented, • Social worker as and author and executor of the programme received an award in the competition ” Śląskie na 5” organised by Silesian Voivodship Council, in the category: Personality of the Year 2012.

  17. „Sunflower – voluntary services for elderly and handicapped people” • The addressees of the programme are elderly and handicapped persons, requiring support in the form of care services, who are lonely or their families do not provide support to them. Voluntary services are provided directly in the environment of the person in need or in the framework of Shelter as well as Children and Family Assistance Team – centres for homeless people. The help of a volunteer is provided without the need to issue administrative decision.

  18. Seniors’ Council of the city of Katowice • On 30.07.2014 Katowice City Council passed a resolution Nr LII/1229/14 on appointing Katowice Seniors’ Council (Journal of Acts of Silesian Voivodship dated 8.08.2014, pos.4248). • The Council consists of 13 members. • Tasks of the Council: • providing opinion, • advising, • initiating activities for senior citizens.
