Discretionary power for officers to confiscate alcohol or require someone stop drinking in public places • Failure to comply can result in arrest and/or fine of £500 • The Criminal Justice and Police Act 2001 • This is NOT a ban on public drinking; • Intended to address alcohol-related Anti Social Behaviour • ASB should be evident or likely. • The confiscation to be recorded • Multi-agency approaches (e.g. working with outreach for street drinkers) • Training slides and info available from SNT Sergeants or • Amartin@lambeth.gov.uk • Bedding in period 1st to 13th December • Enforcement from 14th December CONTROLLED DRINKING ZONE (CDZ)

Christmas Crime Prevention Message • A few simple reminders for a Happy Christmas • and a Crime free New Year • Do not put the empty packaging out with the dustbin this shows a burglar what Santa has delivered. • Don’t let your child take their present to school in the new year. They may not keep it for very long. • Take a photograph of valuable items eg Bicycles and Jewellery in case they are unfortunately stolen • Register any removable property that has a serial number on the free website www.IMMOBILISE.com All you need is the make, model and serial number. This is a national website used by all police. • This is what the website looks like

BURGLARY 2 week Analysis (23/11/2009 – 06/12/2009) Priority Location 1: Larkhalland Border with Clapham Town Priority Location 2: Ferndale / Clapham Common / Brixton Hill Priority Location 3: Gipsy Hill • Recommendations • SNTs to carry out High Viz patrols in Identified areas • Continue with target hardening referrals to Safe and Secure. • Victim support to offer all victims of burglary target hardening. Continue Publicity campaign after Christmas re burglary and robberies.

BURGLARY GYPSY HILL 2 Week Map (23/11/2009 – 06/12/2009) 2 week Hotspot Crime Profile Offences 10 substantive Location: Across the ward Ward(s):Gipsy Hill Days:Throughout the week Mon (5), Wed (1), Thur (1), Fri (1), Sat (2) Times:8day-time (All between 0900 – 1900) 4 after 1300 MO: Door (3) (All from 1 multi-occupancy) Window (7) (6 rear or side entries) Property: All portable items: Predominately Electrical. 42” TV and 4x Laptops taken from the 2 night-time burglaries Suspects: 2 • Recommendations • NHW signs to be but up in new NHWs in this area. • Information regarding recent methods of entry to premises to be passed to MHW coordinators and Ward Panel Chairs. • When attending Norwood Park, Park rangers to patrol surrounding streets. • Analysis retaliating to burglars arrested to identify if they live in Lambeth hostels. • Community Safety staff to assist SNTs in identifying landlords of multi occupancy premises to gain permission to target harden. • Week 1 – 2 offences • Week 2 – 8 offences Hostel

  7. ROBBERY STREATHAM 2 week Map (23/11/2009 to 06/12/2009) 2 week Hotspot Crime Profile Robberies occurred on weekdays between time frame of 1345 and 1730. SUSPECTS: On 4 occasions groups of black males aged between 13 and 20 have targeted victims to steal bags and phones. No weapons used, seen or threatened. A commercial robbery occurred where two suspects wore balaclavas and one wore a white mask and high-viz jacket. ARRESTS: Three school age females were arrested for a robbery on a female school age victim. • Recommendation • Civil Enforcement Officers to prioritise patrols in this area • between times shown. • Information to BTP Streatham Hill • Clapham Park Wardens to priorities patrols on Brixton • Hill during times shown. • Park rangers to drive along Stratham High Road during • these times when going from one park to another. Week 1 – 4 offences Week 2 – 6 offences

  8. MOTOR VEHICLE CRIME Main Area – Brixton Hill/Christchurch Road Roads around junction of A205 and A23 12 offences in the highlighted area, Theft from MV (9). Peak time periods was overnight (5) and the afternoon (3). Main MO was to take items from vehicle by smashing a window (5). Tools were taken from vans on two occasions. Two Sat Navs were taken (In another offence, the Sat Nav holder was on display, and this may generated the break in. Wards affected: Brixton Hill (4), Tulse Hill (4), Streatham Hill (2), Thornton (2) • Recommendations • Streetcare & Parking to support police ANPR on the 14th, 15th and 18th December • SNTs to inform residents not to leave property (including Sat Nav holders) on display or in glove compartments. • Information to Clapham Park Wardens to pass on to residents. • Pass information to Neighbourhood Watch Coordinators.

INTRODUCTION - AIMS • END OF SCHOOL OPERATION • FRIDAY 18th December 2009 • Aims to deliver a sustained, familiar and guaranteed visible deployment between 1200 and 1500 in and around priority schools, colleges, key transport routes and interchanges that: • Minimises the risk of serious youth violence; • Reduces the number of youth victims of violence; • Increases engagement with young people; • Provides reassurance to young people, parents/carers and the the wider community.

END OF SCHOOL : FRIDAY 18th DECEMBER • Deployments focused between 12:00 and 15:00 on Friday the 18th December • SNTs and Schools Officers to be patrolling outside schools at closing time. • Detached youth workers to focus deployment in Brixton Town Centre. • Civil Enforcement Officers to prioritise patrols in Brixton Town Centre. • Street Care to have an environmental operation in Brixton Town Centre. • Brixton Market Staff to have a presence in the market area. • CCTV to concentrate on Brixton Town Centre.

  12. END OF SCHOOL :FRIDAY 18th DECEMBER • Fire Service to park in Brixton Town Centre. • Schools Pastors to be present. • Park Rangers to focus patrols in Myatts Fields. Free • de worming and flee eradication is also included. PARTNERSHIP ENFORCEMENT BUS • Friday the 18th and Saturday the 19th of December have been identified as days suitable for the • Partnership Enforcement Bus • This will run from 10pm to 6am on both nights. The briefing will 10pm at Brixton Police • Station. The activity will be managed by Sergeant Steve Strange • The intention is to staff the bus with 1 police driver, 2 uniformed police officers, police • licensing officer, council licensing officer, 2 Street Care Enforcement Officers and 1 Council ASB Officer. • Last year there were a number of licensing and ASB issues in Clapham High Street in the run up • to Christmas. So this will be a priority area. • Other issues that members want dealing with to be passed to Russell Taylor. • Russell.taylor4@met.pnn.police.uk

  18. SUBSTANCE MISUSE Information relating to drugs for two week period 23/11/2009 and 06/12/2009 includes: Endymion Road, Brixton Hill Drug dealing outside the shops in ELM PARK seems to have been moved to ENDYMION ROAD near the junction with ELM PARK or towards CHERYL LAUREL WALK because they know there are no cameras in those areas. Previously it was believed CCTV was able to monitor them in Elm Park. Recommendations ASB Team to identify issues and consider deployment of mobile CCTV Disused Church, Brockwell Park, Dulwich Road Residents have complained that drugs are regularly being used in BROCKWELL PARK behind the disused church which is on DULWICH ROAD SE24. Some evidence of drugs use has been found at the location. Recommendations Partols by Park Rangers Outreach re drugs. Rapid Response Team to attend.
