  2. District 14 A small band of dissenters escaped from one of the Districts—past the barbed-wire fences and sentry towers of the Capitol’s guards. Free from the iron grip of the capitol, they have elected to create their District with its own government. For this assignment, You Will: • Name the District • Develop A Governmental System • Establish Roles for Executive (the Head of State and the Military), Legislative (the Law-Passing body), and Judicial (the Law-Interpreting and Law-Enforcing Body). • Determine Its Orientation: Capitalism, Communism, or Socialism. • Identify its Economic Specialization • Draw/Color a Map of the City & ITs GeographyCreate a Flag/symbol to Represent the District All of this information will be visually displayed on a poster board. *It is an IN-CLASS assignment only.

Migration In Panem or in the Twenty-first Century World, Migration is defined in the same manner: The movement of a person or persons from one place to another, involving a permanent move of home for over one year. There are “Push and Pull” factors that motivate an individual to move somewhere else – whether it is an Avox escaping the Capitol or an Impoverished Mother looking for security for her children in the West.

Consequences Migration reshapes both the host and the sending countries – just look at the Capitol which receives a steady stream of slave labor through Avoxes. • Brain Drain • Educated individuals may leave Their Home Countries to Work Abroad and Not Return, Depriving that country of Their Experpise • Loss of Revenue • The Sending Country cannot tax its citizens who Earn Their Living Abroad • Remittances Are Sent to support family members in Home country • Split Families • This Phenomena Threatens Traditional Societies and Home Country Values

  6. The Fall It was only a matter of time. The reach of the Capitol is Long and Any who escaped its grasp would eventually be caught. Its skeletal fingers are closing in on the Jugular of District 14. Unfortunately, District 14 has drawn its last free breath. As a show of power and mercilessness, the Capitol will be staging a special Hunger Games.

  7. The Tributes Each group will create and name two Tributes, using Paper cut-outs and popsicle sticks. • On one side, you will draw the Tribute. • On the other side, you will write – in a narrative – the push and pull factors that brought the Tribute to District 14. • There should be more than 1 push and pull factor for each Tribute and they must be different from one another.
