Appenticeships: Learner information Learner data on the ILR includes information about the apprentice and their employment status You must record National Insurance number and Unique Learner Number (ULN) You must return an employment status record for all apprentices to indicate their employment status prior to the start of the apprenticeship Any change in employment status is recorded by adding a new employment record for that apprentice
Apprenticeships: Learning information (1) Information about training is recorded as for current apprenticeship Apprenticeships are recorded as a programme aim and one or more component aims The programme aim relates to the whole apprenticeship programme Component aims relate the individual parts of the programme, such as specific qualifications or pieces of training For apprenticeship frameworks the components are: competency, knowledge and functional skills aims
Apprenticeships: Learning information (2) – funding data In order to calculate funding you must record the following: On all aims: Funding model code 36 Programme type Framework and pathway OR standard code On programme aims: Contract type (also recorded for English and maths aims) Financial records Price for delivery of the programme Any co-investment towards delivery of the programme (if required)
Appenticeships : Learning information (3) – financial data The financial data will contain the following: Price records: Required for all apprenticeship programme aims Frameworks: training price only Standards: training and end point assessment prices Payment records: Required where the programme is co-investment funded Levy-paying employers with insufficient funds Required where the price is above the funding band maximum You are responsible for paying the difference between the price and the funding band maximum
Apprenticeship service • The apprenticeship service holds details about apprentices for levy-paying employers • The service allows levy-paying employers to create a digital account to pay for apprenticeship training using funds from their apprenticeship levy • ILR data is checked against data held on the apprenticeship system • Monthly funding payments are only made when key details in both data sources match
Key points (1) Make sure you have recorded all learning aims with Funding model 36 and Source of funding 105 All apprentices must have at least one employment status record, see the ILR guidance for examples The learning start date must be the date that training activity actually started for an aim: for individual qualifications, this date can be different to the programme start date Learning aims must be valid in the LARS database: check that the start date for learning aims are within the validity dates in the LARS database Price records are used to calculate funding. Make sure the price reflects the cost to you for delivery of the programme
Key points (2) All funding is at programme level, except for English, maths and incentives Don’t enter a separate price record for English & Maths The Apprenticeship Contract Type (ACT) is the same for all aims including English & maths If you to have to make changes to data including the ULN to correct errors, refer to section 11 of the Provider Support Manual for 2016 to 2017 in the 2016 to 2017 ILR guidance section on the Gov site
Feedback from R10 Collection Large volume of files 4,378 files processed from 1,204 providers. 1000 files transmitted on the last day of the collection period 350 providers sent their first file in the last 3 days of the collection period Number of files caused some delay to files being posted back.
Apprenticeship Service Common issue Total negotiated price for training and assessments not matching Errors due to data not approved by both the Employer and the provider Initial issue with changes to commitment data in the apprentice service leading to start date errors – now corrected.
Recording of Contract type Important that the contract type is recorded correctly Some aims recorded as ACT2 where the provider has no contract to deliver non-levy provision Data will pass validation and will be included in reports but the provider will not get paid This is being monitored and effected providers informed Validation will be changed for 2017 to 2018 to prevent this happening If the contract is with Levy paying employer all aims including English and maths should be recorded as ACT2
Recording of Eligibility for enhanced funding EEF should be recorded on English and Maths as well as the programme aim If EEF is recorded on the programme aim only English and Math get assigned the wrong funding line type.
Future Monitoring That Apprenticeships are genuinely employed Combination of NI numbers and PAYE Reference monitored against HMRC data Important that NI number is correct That employers have a Levy declaration Some instances where non-levy paying employers have registered with the apprenticeship service

Funding Information Suite FIS will be updated on 9th July to include indicative earnings reports for Funding Model 36 for 2016 to 2017 and 2017 to 2018. FIS BETA for 2017 to 2018 released 13th June and included indicative FM36 earnings calculation.

R10 Apprenticeship Data Match Report “Please ensure you always check Data Match Reports after each submission for any Apprenticeship starts after 1 May 2017 as the status bar may not indicate when errors are picked up by this report.” “The Data Match report highlights any inconsistencies between the ILR data and the Apprenticeship Service. These errors will result in no payments for these learners unless corrected. Please allow any changes on the Apprenticeship Service one hour to feed through. You will be required to resubmit your ILR on the Hub afterwards, as always we recommend that you submit your data as early as possible.”

Specific technical funding guidance for starts from May The ILR data values we will use to match with the DAS includes: “the 'Trailblazer financial record date' on the ILR. This should be on or after the start of the matching record on the employer’s account.
