UNEMPLOYMENT • Relatively successful in combatting unemployment • Problems in entering into labour market • Lack of occupational qualifications • Career guidance provided by Turkish Employment Agency • 4.000 Job and Vocational Consultants • Reform of the education system • Duration of compulsory education raised to 12 years from 8. • OECD’s International Assessment of Adult Competencies (PIAAC) Program

5. EARLY SCHOOL LEAVERS • EU average: %12,8 • EU 2020 target: %10 • Rate of early school leavers in Turkey: %39,6 • Reason: low level of enrollment among girls • Measure: Increasing the duration of compulsory education to 12 years.

6. TERTIARY EDUCATIONAL ATTAINMENT • EU average: %35,8 • EU 2020 target: %40 • Tertiary educational attainment in Turkey: %18 • Measure: Number of universities increased to 175, which was only 76 in 2002.

7. LOW LABOUR FORCE PARTICIPATION • EU average: %68,5 • Turkey (2012): %52,8 • Measures: • Vocational training courses • Employment incentive packages • Creating additional jobs • Specific measures for women’s participation in labour force

8. LOW EMPLOYMENT CAPACITY OF NON-AGRICULTURAL SECTOR • Traditinally agriculture based population in Turkey • Transformation into an industiralised society • Problem: Skills mismatches • Measures: Vocational training courses, enterpreneurship trainings, on the job training

RIGIDITY OF LABOUR MARKET • Hinders new investments and creation of additional jobs • Measure: Efforts towards a more flexible labour market based on the concept of «flexicurity» • Decreased to %36 from %52, still very high • High level of unregistered employment in agriculture sector • Target: Decrease the rate of unregistered employment in non-agriculture sector below 15% by 2023. 13. MEDIUM TERM STRATEGY • Sets three-year macroeconomic policies and objectives • Updated annually • Recent one adopted two days ago (October 8, 2013) • Sets concrete objectives • Maintains smooth functioning of the economy

14. NATIONAL EMPLOYMENT STRATEGY Objectives to be reached by 2023: • Reducing unemployment rate to 5% • Increasing employment rate to 55% • Decreasing unregistered employment in non-agricultural sector below 15%

VOCATIONAL AND TECHNICAL EDUCATION STRATEGY • Aims at strengthening linkage between education and employment • Restructuring of vocational and technical education according to the labour market needs • Equipping youth with the necessary knowledge, skills and competencies • Three main pillars: • Facilitating access to VET • Increasing the quality of VET • Ensuring effective school-to-work transition
