  2. REGISTRATION AND ACCESS TO SOCIAL BENEFITS IN SPAIN • Registration: Municipal administration. Unique in Europe • Utility: City Council can plan resources based on population • Registration NOT census (statistics) • Everybody registered, regardless their administrative situation

Irregular migrants also • After register, access to basic social benefits • Lately in Spain –Catalonia- some municipalities want to deny this right to irregular migrants. Central government oblige them to do so
