Action Plan for the EU Health Workforce 2013 Action Plan • Skills Council in area of nursing and care: update competence profiles • Sector Skills Alliance: support Europeanpartnerships between education and training organisations and healthcare employers. • Network of nurse educators and regulators: training of health care assistants • Map continuous professional development (CPD) systems and practices in the EU. Improve workforce planning Anticipate skills needs Recruitment and retention International ethical recruitment
NEEDS IN THE FINNISH SOCIETY • change in age structure • impact of globalization on the Finnish society • change of the health and social care structures (based on the reproduction/ increasing of multiculturalism, leadership and staff diversity, reproduction) • the diversity of elderly people will increase (eg age range increases, the condition varies greatly, minority groups, the number and size increase) • exclusion and inequality will increase • activation of older people, elderly person's own voice • services and technology integration (social media, e-commerce, networks and the well-being of technology) • limited financial resources, cost-effectiveness thinking • the increasing complexity of working life (expectations of young people, entrepreneurship, customer orientation vs. market orientation and various service providers) • services for home technology • the environment for an aging society (physical and social)
NEEDED SKILLS AND COMPETENCES CARE ASSISTANT IN MULTIDISCIPLINARY TEAM • client-centered approach and the quality of thinking skills • interdisciplinary and multidisciplinary approach (service coordination) • innovation know-how (including skills of the development of own work ) • ethical competence and responsible action • the holistic understanding of the human activities in the own environments • multicultural competence • recommendations, regulations, and knowledge of the law. BASIC (KEY) SKILLS • Interaction, communication, and communication skills, including communication skills online • Language skills • Information and communication technology basic skills, basic IT skills, the most common tools skills • Mathematical basic skills • Responsibility for quality, quality of work management, the quality of thinking and awareness • Ethical competence, professional ethics, working by the ethical values SERVICES PRODUCTISATION • Promotion of well-being and health, knows the basic skills of elderly care, dementia diseases • Supports re-enablement, support for inclusion and participation of an aging population • Living at home, supporting services • Knowledge of the law, recommendations and regulations. PROGRESS OF THE PROJECT • Creation of internet site: http://www.ecvetforec.eu • Kick off seminar and dissemination conference in Finland, Omnia March 4th – 6th 2013 • Interviewies with work placements (March – April 2013) and analysing the answers (draft of the research report) • Second seminar and dissemination conference in Bremen, June 2013 • Third seminar in Glasgow, September – October 2013 • Research report (60 interviews from 6 countries) • List of competences for elderly care worker (will be published during the next international seminar) • Shared Learning Outcomes (3) based on the research and competence list: Communication and interpersonal skills; Relationships with families/carers/ significant others. PARTNERS The "Sector Skills Alliances" (SSA) shall bring together bodies with sector-specific expertise coming from three complementary fields: the world of education and training, the labour market (including skills anticipation bodies such as European Skills Councils…), and VET policy makers.
