Kimirina THROUGH THE WHOLE PROCESS: LITTLE OPENNESS, LIMITED REPRESENTATION OF CIVIL SOCIETY, PARTICULAR INTERESTS + INSTABILITY OF GOVERNMENT, LIMITED GOVERNANCE AND INEFFICIENCY = CRISIS AND FAILURE TO USE THE NECESSARY RESOURCES FOR THE COUNTRY AND PEOPLE AFFECTED, LIVING WITH OR HAVING A CONNECTION WITH HIV/AIDS…
Kimirina PROPOSALS Leadership and responsibility of the government. Clear rules to abide by. Technical and Social response to people and their rights. Governance: accountability, representation, “0” conflict of interest
KimirinaRecommendations - Conclusions • To resolve specific conflicts according to national needs rather than individual or particular interests • Implement the appropriate tools such as the Code of Good Practices • Institutionalizing Transparency by displaying of accounts to the general public and to PLWHA and others affected in particular • International partners, including The Global Fund, should be responsible with a role of “modulation” (not complacency)
