Wind turbines are industrial installations and should by preference be placed on industrial estates. • Common knowledge on adverse effects requires precaution and carefulness, especialy in IBA’s
IBA’s: enviromental impact assessment required • SPA’s: strict application of article 6 EU-Habitatdirective: • Appropriate assessment • Alternative solutions • Imperative reasons of overriding public interest.
Conclusions with regard to participation and decision making processes • The application of art. 6 HD in SPA’s guarantees sufficient posibilities to ensure carefulness and the apply of the precautionary principle • Elsewhere, the regular use of Enviromental Impact Assessments do need more juridical quarantees for the position of the enviromental aspects - including the precautionary principle - in the final decision making.
