Flights in Q1 are exempted from delay and are given a slot as close to their ETAs as possible Flights in Q2 are sorted by ASlot time and are assigned to the next available slots Flights in Q3 are sorted by Initial Gate Time of Arrival (IGTA) and are given slots after flights in Q2 have been assigned slots RBS++ Queues 1, 2 and 3 Data Time 1810z

AFP In Place Before GDP • Flights controlled by the AFP are considered “previously controlled” flights (Q2) and will have a higher priority over flights that have never been controlled (Q3) • All flights destined to the GDP airport, including flights currently controlled by an AFP, will be given control times for the airport

EWR GDP All flights not yet controlled are in Q3 and will be given slots in order of IGTA after the flights in Q1 and Q2 have been given slot times AFP05 AFP08 Flights controlled by AFP are considered “previously controlled” (Q2) and will receive higher priority over flights not yet controlled

  8. AFP Override • Gives priority to a new AFP over a previously issued AFP • FSM will assign control times based on the new modeled AFP and will override other control times that flights received due to previous AFP • Does not override control times due to GDPs

  9. AFP Override cont. Using AFP Override for FCABW1 will override the control times for flights filed through FCAA05

Exempt AFP Flights From GDP • Exempt AFP flights from a GDP places all AFP flights in Q1 of the GDP so that no additional delay will be applied to the currently issued AFP EDCTs • Used when AFP stability has higher priority • I.E. ARTCC declares ATC Zero • Used to eliminate additional delay for flights that have already been assigned delay • Used to minimize EDCT changes • Keeps AFP demand in place • Towers and customers receive fewer EDCT changes

  11. July 15 “Exempt AFP” Flights EWR • 373 Total Flights in the GDP • 283 Exempted Flights • 132 AFP • 151 Other exemptions • Time Now +30 • International • Airborne • Only 90 non-exempted flights • The non-exempted flights received average delays of 295 minutes, max delay was 432 minutes

  13. Model of EWR GDP with AFP Flights Not Exempted • 373 Total Flights in the GDP • 151 Exempted Flights • Time Now +30 • International • Airborne • 222 Non-exempted Flights • Overall program average dropped program delay for the non-exempted flights to 153 minutes

  14. Model of EWR GDP with AFP Flights Not Exempted cont. • The delay changes were primarily for the 132 AFP flights (Q2). They were longer exempt so they received delay around the exempted flights. • NO significant delay changes for the original 90 flights in Q3. Flights on the east and north sides of the AFPs still received average delays near 300 minutes and a max of 432.
